流动人口市民化的政策测度及评价体系

【摘要】：流动人口市民化是一个庞大的系统工程,市民化目标的最终实现,要依靠一系列政策的有效整合。流动人口能否市民化的一个核心问题是福利待遇与利益分配,以及城市社会的承受能力问题,其中必然涉及到权利与义务的对应关系。比较合理的做法是,按照"权利与义务相对等"的原则,逐步赋予流动人口相应的市民权利和福利待遇。因此,需要构建权利义务测度与评价指标体系。
[Abstract]:The urbanization of floating population is a huge systematic project. The ultimate realization of the goal of citizenship depends on the effective integration of a series of policies. Whether the floating population can be a citizen is a core issue, which is the welfare treatment and benefit distribution, as well as the affordability of urban society, which must involve the corresponding relationship between rights and obligations. According to the principle of "equal rights and obligations", the floating population should be given the corresponding civil rights and welfare treatment step by step. Therefore, it is necessary to construct the index system of right and obligation measurement and evaluation.
