公安网络安全保卫部门互联网舆情监管研究

【摘要】：在互联网深入到社会每一层面和角落的当今时代,互联网已成为舆情信息传播阵地和网络意识形态领域舆论斗争的主战场。网络社会作为第二社会,虽是虚拟空间,但网上的一言一行均影响现实社会。公安机关承担着维护国家安全、维护社会治安秩序,预防、制止和惩治违法犯罪活动的职责,互联网决不能成为法外之地。本文首先结合公安工作实际以及现代多个学者不同角度的研究,对互联网舆情进行了定义。互联网舆情在一定程度来说是社会舆情的直接反映,但互联网舆情又并不能完整的反映社会舆情,可能会与社会真实舆情有一定的偏差。互联网维权屡见不鲜,举报信、视频曝光等各种形式的维权在网上随处可见,一些人通过该渠道实现了正义,但还有一些维权背后却是利益的博弈;微信的普及掀起网络谣言的新高潮,让网民们在谣言面前无所适从;各类群体性事件往往也都是发端于网络;互联网舆情甚至被境外敌对势力利用对我国网民进行思想渗透。互联网舆情为政府决策以及行政监督等方面带来正面作用的同时,我们也不能忽视其带来的一些违法行为以及影响社会稳定的问题,需要妥善应对和处置。近几年来,我国对互联网安全领域越来越重视,在法律层面,对于“敲诈勒索”、“寻衅滋事”、“网络诽谤”以及“非法经营”等利用信息网络违法犯罪行为进行了明确的司法解释,《网络安全法》作为我国网络空间的第一部基础性法律也使得在网络管理更加规范。但互联网发展迅速,网安部门在工作中仍然有很多问题亟待解决:网上信息量大,警力缺乏;各种新技术新应用更新快,网络监测技术很难及时跟进;网络谣言的特殊性导致其传播快、处置难。为了进一步做好公安网络安全保卫部门的互联网舆情监管部门,首先要建立一支高素质的网络舆情监管队伍,其次是建立互联网舆情应对长效机制,同时还要建立自己的网上阵地,在社会上加大宣传教育力度,让全民都参与到虚拟社会治理,共同营造一个秩序良好的互联网环境和社会环境。

It is common to see the rights of the Internet, such as reporting letters, video exposure and so on. Some people have achieved justice through this channel, but there are some interests behind the rights game; WeChat's general And the new climax of the Internet rumor makes Internet users do nothing in front of the rumor; all kinds of group events are often on the Internet; Internet public opinion is even used by foreign hostile forces to infiltrate our country's netizens. In recent years, our country has paid more and more attention to the field of Internet security. At the legal level, the illegal offenders, such as "extortion", "provocation", "Internet libel" and "illegal operation", have been used in the legal level. There is a clear judicial explanation for the act of crime. "Network security law" as the first basic law of cyberspace in our country makes network management more standardized. However, the Internet has developed rapidly, and the Internet security department still has many problems to be solved in its work: the amount of information on the Internet, the lack of police force, and the rapid development of new technologies and new applications, The network monitoring technology is difficult to follow up in time; the particularity of the network rumor leads to its rapid propagation and difficult disposal. In order to do a good job in the public security network security department's Internet public opinion supervision department, first of all, we should establish a high-quality network public opinion supervision team, followed by the establishment of interconnected public opinion to respond to the long-term mechanism, and at the same time, it is also necessary to establish a self effective mechanism. The online position has increased publicity and education in the society, let the whole people participate in the virtual social governance, and jointly create a good order of the Internet environment and social environment.
