高校社区警务建设研究

【摘要】： 高校校园的治安问题一直备受关注,尤其是近几年一些高校连续发生多起恶性案件,不同程度影响学校正常生活秩序和稳定,引起了社会和警方的高度重视。本文首先分析现阶段高校公共安全面临的挑战,及高校公共安全管理工作的局限性,无论是高校内部的安全管理部门还是公安机关,都无法完全满足高校安全管理工作的需要,是使学校安全成为社会治安管理软肋的重要原因。面对高校日趋严峻的治安形势,公安部先后在武汉、上海等地进行高校公安保卫机构改革试点工作,全国大学的安全保卫工作出现了上海模式、武汉模式、江西模式等,本人通过分析高校设立公安机构的困境及其原因,认为在高校设立公安机构未能取得预期效果,在现阶段无法行得通。结合广东省建立高校社区警务的实践及本人多年来在保卫处工作的经验,本文认为将社区警务的概念引入高校保卫工作,在高校发展社区警务是缓解高校安全保卫工作中面临巨大压力的有效途径。通过分析建立高校社区警务的必然性和必要性,提出建立以高校警务室为主体、以高校内保部门为依托的高校社区警务,既发挥了高校内保组织在校园安全管理中的主体作用,又可以使警务工作深入高校校园,解决了高校内保组织缺乏执法权的难题,是新时期加强高校安全管理的有效途径。如何发挥高校社区警务的功能,理顺社区警务室和高校保卫部门的关系,是高校社区警务模式成功与否的关键。本文从高校社区警务的定位、工作内容、关系处理等几方面,对社区警务的设立进行研究,找准社区警务在高校中的位置。并从警力资源配置、合理分配工作用时、建立激励机制方面,提出强化社区警务的对策思考。
[Abstract]:The problem of university campus security has been paid much attention to, especially in recent years, a number of vicious cases have occurred continuously in some colleges and universities, which in varying degrees affect the normal order and stability of school life, and have aroused great attention of the society and the police. This paper first analyzes the challenges facing the public safety of colleges and universities at present, and the limitations of the public security management in colleges and universities. Neither the internal security management departments nor the public security organs can fully meet the needs of the safety management work in colleges and universities. It is the important reason that makes the school safety become the social security management weakness. In the face of the increasingly serious public security situation in colleges and universities, the Ministry of Public Security has successively carried out pilot work on the reform of public security institutions in Wuhan, Shanghai and other places. The security work of national universities has emerged in the Shanghai, Wuhan and Jiangxi models. By analyzing the difficulties and reasons of setting up public security institutions in colleges and universities, I think that the establishment of public security organs in colleges and universities can not achieve the desired results and can not be applied at the present stage. Combined with the practice of establishing community policing in colleges and universities in Guangdong Province and my experience in the work of the Department of Security for many years, this paper holds that the concept of community policing should be introduced into the protection work of colleges and universities. The development of community policing in colleges and universities is an effective way to relieve the great pressure in the work of university security. Based on the analysis of the necessity and necessity of establishing community policing in colleges and universities, this paper puts forward that the establishment of community policing in colleges and universities, which takes the police office as the main body and the internal protection department as the backing, has not only brought into play the main role of the internal protection organization in the campus safety management. It can also make the police work go deep into the university campus, solve the problem of the lack of the law enforcement right of the internal protection organization of the university, is the effective way to strengthen the university safety management in the new period. How to give full play to the function of community policing in colleges and universities, and how to straighten out the relationship between community policing departments and security departments in colleges and universities is the key to the success of community policing in colleges and universities. In this paper, the establishment of community policing in colleges and universities is studied in terms of its orientation, work content and relationship handling, and the position of community policing in colleges and universities is found. The countermeasures of strengthening community policing are put forward from the aspects of resource allocation of police force, rational allocation of working time and establishment of incentive mechanism.
