群体性事件成因及预防处置对策

【摘要】:我国正处于社会转型期,各种利益冲突和利益重组等人民内部矛盾所引发的群体性事件呈现出高发态势,已经成为影响社会稳定和发展的一个重要因素。本文简要回顾了建国后群体性事件的演变,对群体性事件的概念进行了界定,并运用归纳概括的方法对我国现阶段群体性事件的主要特征进行了总结,论述了群体性事件对社会的危害以及存在的积极意义。 任何事情的发生都不是偶然的,都有其产生的内在必然性。群体性事件发生的背后涉及到我国特定转型期内政治、经济、社会、文化、心理等多种原因。本文在对群体性事件发生的原因进行研究和分析后认为,由社会利益分化导致社会矛盾激化是事件发生的根本原因,群体利益受损、诉求渠道不畅是事件发生的直接原因,地方政府在发展经济的过程中与民争利、官僚与腐败现象严重是导致事态升级的间接原因,社会发展长期滞后,弱势群体生活得不到保障是群体性事件人数不断扩大的深层次原因,此外,社会组织弱小以及我国特有的历史文化传统也是不可忽视的重要原因。 预防是解决危机的最好办法,危机管理的关键在于预防。本文主要运用应急管理理论,在深入分析群体性事件发展规律的基础上,结合我国现阶段的基本国情,认为预防和减少群体性事件的发生,一是要转变经济发展方式,树立以人为本的发展理念。二是要维护好群众的切身权益,加快以公平正义为核心的和谐社会建设。三是要畅通公众利益诉求渠道,积极化解一切社会潜在矛盾。四是要加强法制建设,把群体性事件纳入法制化轨道。五是要积极培植壮大社会组织,增强社会的自治功能。对于如何处置群体性事件,本文提出一是要加强信息和社会舆论的收集,迅速启动应急预案,做好应急状态下的管理。二是要树立“现场第一”的原则,领导干部靠前指挥,全力化解社会矛盾。三是要对事件参与者区别对待,依法果断处置。四是要坚持信息的公开透明,牢牢掌握舆论的主动权。五是处置后期要查明责任,对有关干部进行问责,并努力促进制度领域的变革与创新。
[Abstract]:Our country is in the social transition period. The mass events caused by various conflicts of interest and recombination of interests among the people show a high trend and have become an important factor affecting social stability and development. This paper briefly reviews the evolution of mass events after the founding of the people's Republic of China, defines the concept of group events, and summarizes the main characteristics of group events in China at present by means of induction and generalization. This paper discusses the harm of mass events to society and the positive significance of their existence. Nothing happens by accident, but has its inherent inevitability. The occurrence of group events involves many reasons, such as politics, economy, society, culture, psychology and so on. After studying and analyzing the causes of mass events, this paper holds that the social contradictions caused by the differentiation of social interests are the root causes of the incidents, the group interests are damaged and the appeal channels are not smooth. In the process of economic development, local governments compete with the people for profit, bureaucrats and corruption are the indirect causes leading to the escalation of the situation, and social development lags behind for a long time. The unguaranteed life of the vulnerable groups is the deep reason for the continuous expansion of the number of group incidents, in addition, the weak social organizations and the unique historical and cultural traditions of our country are also the important reasons that can not be ignored. Prevention is the best way to solve the crisis. The key of crisis management is prevention. This paper mainly uses the theory of emergency management, on the basis of deeply analyzing the law of the development of group events, and combining the basic conditions of our country at present, thinks that to prevent and reduce the occurrence of group incidents, the first is to change the mode of economic development. Establish a people-oriented concept of development. Second, it is necessary to safeguard the immediate rights and interests of the masses and speed up the construction of a harmonious society with fairness and justice as the core. Third, it is necessary to open the channels of public interest appeal, and actively resolve all potential social contradictions. Fourth, it is necessary to strengthen the legal system and bring mass incidents into the legal system. Fifth, we should actively cultivate and strengthen social organizations and enhance social autonomy. As to how to deal with mass incidents, this paper puts forward that the first is to strengthen the collection of information and public opinion, to start emergency plans quickly, and to manage well under the state of emergency. Second, set up the principle of "field first", leading cadres forward command, to resolve social contradictions. Third, the event participants should be treated differently and dealt with decisively according to law. Fourth, we must adhere to the transparency of information, firmly grasp the initiative of public opinion. Fifth, we should find out the responsibility, hold the relevant cadres accountable, and strive to promote the reform and innovation in the field of system.
