加强军民融合反恐的几点思考

【摘要】：当前我国面对的反恐形势日益严峻,只有加强军民有机融合,才能最高效地形成打击暴力恐怖犯罪的合力。为此,必须适应国际国家安全形势的发展,在现有力量的基础上,慎用、适用军事力量,强化军、警、兵、民有机融合,形成优势互补、统筹反恐资源,形成反恐的"人民战争"。深刻理解军民融合提升反恐力量的重要性;完善国家军民融合反恐法律法规机制建设;建立灵活高效的军地联合指挥体制;促进反恐力量融合,加强反恐力量建设;加强对反恐人员的选拔、培训和演练,进一步提升反恐能力。
[Abstract]:At present, our country is facing an increasingly serious anti-terrorism situation. Only by strengthening the organic integration of military and civil affairs, can we form the resultant force in cracking down on violent terrorist crimes. To this end, we must adapt to the development of the international security situation, use it prudently on the basis of existing forces, apply military forces, strengthen the organic integration of the army, police, soldiers and people, form complementary advantages, and coordinate counter-terrorism resources. To form a "people's war" against terrorism. Deeply understand the importance of civil-military integration to enhance the anti-terrorist force; improve the national anti-terrorist legal and civil integration mechanism; establish a flexible and efficient joint command system between the military and the civilian; promote the integration of anti-terrorist forces and strengthen the construction of anti-terrorist forces; Strengthen the selection, training and training of anti-terrorism personnel to further enhance anti-terrorism capabilities.
