我国流动人口永久性迁移中的户籍制度研究

【摘要】： 城市化的发展进程必然伴随着劳动力的流动与迁移。但我国城市化进程中流动人口迁入城市、实现永久性迁移的过程却受到种种阻碍,其中以户籍制度为核心的制度障碍成为阻碍外来流动人口融入城市的最主要因素。由于附加在户籍制度上的各种社会福利待遇在短期内很难被剥离出来,影响我国流动人口永久性迁移的根本制度障碍一直没有得到完全清除。本文首先界定了城镇居民和流动人口的概念,阐述了我国流动人口城市化的两个阶段,并在此基础上对我国流动人口永久性迁移问题和户籍制度改革的相关文献进行了综述；第三章分析了户籍制度中的人口迁移政策对流动人口永久性迁移的影响以及户籍改革的难点；第四章以杭州市的户籍制度改革现状为实例,通过成本-收益分析对流入地政府在户籍改革中的预期收益和预期成本进行实证研究,并利用已得数据详细计算出政府在户籍改革过程中促进流动人口永久性迁移的财政支出,得出政府户籍制度改革动力不足的结论,这也是本文的创新点所在。在第五章里,本文根据以上分析进一步提出通过增强政府动力促进户籍制度改革、实现流动人口永久性迁移的思路。
[Abstract]:The process of urbanization must be accompanied by the flow and migration of the labor force. However, in the process of urbanization in China, the migration of the floating population into the city and the process of permanent migration have been hindered. Among them, the system barrier, with the household registration system as the core, has become the most important factor hindering the floating population into the city. All kinds of social welfare treatment in the system are difficult to be stripped out in the short term. The fundamental institutional obstacles that affect the permanent migration of the floating population in China have not been completely eliminated.
This paper first defines the concept of urban residents and floating population, expounds the two stages of urbanization of floating population in China, and on the basis of this, summarizes the relevant literature of permanent migration of floating population and the reform of household registration system in China, and the third chapter analyses the permanent population migration policy in the household registration system for the permanent population. The impact of sexual migration and the difficulties of household registration reform; the fourth chapter, taking the status of the reform of the household registration system in Hangzhou as an example, empirically studies the expected and expected cost of the inflow government in the household registration reform through the cost-benefit analysis, and calculates the government in the process of household registration reform to promote the mobile people in the process of household registration reform. The fiscal expenditure of permanent migration has drawn the conclusion that the reform of the government's household registration system is insufficient. This is the innovation point of this article. In the fifth chapter, this paper further puts forward the idea of realizing permanent migration of the floating population by strengthening the government's power to promote the reform of the household registration system.
