公安“大侦查”体制改革研究

【摘要】:当前,犯罪形势发生了新的变化,在侦查工作任务急剧加重但警力编制已无增加可能的"新常态"下,进一步加强和改进新时期、新形势下的警力资源管理工作,推行"大部门、大警种"制,合理配备警力资源,解决机构重叠、职责交叉、多头管理等现象,提高侦查效能,是当前警务改革的重大课题之一。目前,有一些地方已经开始进行侦查体制改革,也取得了一定的成效,但是仍然存在职数和考核的困境、事权划分不清的问题等。结合我国侦查工作实际情况,笔者认为应将承担相同相近职能的内设机构归并,即成立"大侦查"部门,科学测算警力人员配置标准,核定"大侦查"部门具体机构编制和人才结构模型,同时明确事权划分,并建立相应的配套措施,保证侦查高效率进行。
[Abstract]:At present, new changes have taken place in the criminal situation. Under the "new normal", in which the task of investigation is sharply aggravated but the establishment of police forces is no longer possible, the management of police resources in the new period and new situation has been further strengthened and improved. To carry out the system of "large department, large police category", to allocate police resources reasonably, to solve the problems of overlapping of institutions, overlapping of duties, multiple management and so on, and to improve the efficiency of investigation, is one of the major issues in the current police reform. At present, some places have begun to carry on the investigation system reform, also has obtained the certain result, but still has the difficult position and the appraisal, the matter power division unclear question and so on. According to the actual situation of investigation work in our country, the author thinks that the internal organization with the same similar functions should be merged, that is, the department of "large investigation" should be set up, and the standard of staffing of police force should be scientifically calculated. In order to ensure the high efficiency of investigation, it is necessary to examine and verify the establishment of the specific organization and the talent structure model of the department of "large investigation", at the same time, to make clear the division of the power of affairs, and to establish corresponding supporting measures.
