基于排队模型的警力人员排班计划

【摘要】:社会发展日益增长的警力需求与目前警力资源的限制之间的矛盾使得如何提高现阶段的警力资源的利用效率是一个迫切需要解决的问题.基于警情主导警务的指导思想,考虑动态警力需求,在多目标整数规划中引入排队论理论,并以排班公平性为目标,对传统模型进行改善,然后建立动态需求下的警力排班模型.运用Matlab对实例数据求解结果,得到模型下的一个警力排班计划,与此同时进一步比较了结果相对传统模型下的结果的优越性与合理性,使得警情等待处理的时间得到了有效控制,而且考虑了每一位警务人员工作时间公平性,为当前社会警力方面的人力资源配置优化提供了一个现实有效的解决方案.
[Abstract]:The contradiction between the increasing demand of police force and the restriction of police resources makes it an urgent problem to improve the utilization efficiency of police resources at the present stage. Based on the guiding ideology of police affairs, considering the demand of dynamic police force, the queuing theory is introduced into multi-objective integer programming, and the traditional model is improved with the goal of fair scheduling. Then the police force scheduling model is established under the dynamic demand. Using Matlab to solve the result of example data, a police shift plan under the model is obtained. At the same time, the superiority and rationality of the result compared with the result of traditional model are further compared. The waiting time of police information is controlled effectively, and the fairness of working time of each police officer is considered, which provides a practical and effective solution for the optimization of human resource allocation in the current social police force.
