基于大数据的南昌市交管局交通管理策略研究

【摘要】:近年来在,在社会经济的不断发展中,机动车和驾驶员的数量在不断的上升,给公安交警的日常管理带来了巨大的压力。怎么去运用“大数据”的技术、理念、方法和思维,并且把大数据与日常的交通管理工作相结合,进一步提升公安交通管理工作的效能这一问题已经成为各级领导和各单位的技术人员需要考虑的一步。近年来,南昌市公安局交管局不断建设开发了大数据战略体系,为全市的公安交通管理的指挥调度和辅助性的决策提供了非常大的技术支持,已经有一部分得到应用,但仍然需要在技术应用、业务需求、管理机制等方面不断加以深入研究。智能交通正在大力发展,在这一大背景下,作为基本应用的大数据,解决了非常多的交通管理问题,因而使其获得了前所未有的关注。而如今要面对愈加复杂的道路交通环境,公安机关交通管理部门必须以大数据应用技术为核心,不停地加强“科技强警”战略的实施,从而积极的将智能交通警务打造出层次化、精细化、并具有前瞻性。在目前的阶段,在公安交通管理领域中已经出现少部分城市引入了大数据战略,通过深度挖掘和综合运用瞬息万变的交通数据信息,有效的将交通管理策略由“业务驱动”向“数据预测”推动转变,进而进一步实现了“科技强警、科技强战斗力”这一目标。但是,交通数据的提炼和获取必须具有高效率性、时效性、精准性,才能使交通管理机制和构建智慧城市交通管理体系得到有效的分析,而这一难题要得到很好的解决,则必须通过大数据战略。在对大数据在交通管理中的应用进行了实践与探索比较有效的国家和地方分别是英国、美国和中国的深圳地区。现如今如何公开公共交通的数据、如何在这其中保护个人的隐私以及如何进行交通数据的保存和提取等问题,是大数据进行交通管理必须面临的一大重要问题,我们可以通过增加数据存取的多样化、注重个人私密信息的保护以及提高交通数据质量等方式方法来解决。这是一个信息化的时代,这就使得决策者必须通过数据来管理,大量的数据造就了各行各业的科学管理。目前在城市的交通数据采集和信息发布的运用非常广,但又非常欠缺相应的功能产品和服务产品,例如可以实时分析、预测拥堵等深层次管理的产品。在提升基础数据采集与发布设施的同时,城市的公安交通管理理应对数据处理系统进一步完善,才能提供可以满足基层公安交通管理需求与百姓的出行需求相关的产品与服务,进而推动了执法和服务的高效率互动。公安交通管理大数据分析研判系统重点在于公安交通管理信息化的应用情况,使得行业信息资源得到了整合,数据统计分析的能效得到了提高,因此取得了不可小觑的成绩。同时,在经历了建设、扩展容量、应用和发展这四个过程,公安交通管理“大数据”具有保密性、规范性、法律性和系统性的特点,其价值主要通过查询信息和科学预警、信息共享和法律证据、社会服务和便民利民等方面体现出来,但在其他的方面(例如应用、安全保障和进展等方面)仍然存在许多问题,因此应该将思考方式方法和工作状态进行转变,大力开展与交通科学研究所以及相关行业的沟通交流,继续通过规范化流程来应用数据资源,使得数据信息综合运用的水平得到有效地提升。
