试论福州市区警力资源的优化配置

【摘要】：中国的城市化伴随着中国的经济发展和社会进步,其突出表现就是城市区域不断扩张,农村人口不断向城市转移而城市人口不断增长,生产方式、生活方式以及价值观念加快转变。同时,城市化对基础设施、文化、安全等公共服务提出了更多的需求,但是,城市原有的公共服务供给能力总是落后于迅速扩大的城市化需求。从马斯洛的需要层次理论来看,安全的需求是人类在满足生理需要的基础上首要考虑的问题,当前城市基本上能够满足人的生存需要,而为了保证城市和居住在城市中的人的安全,我们需要大量投入警力并提升警力资源的质量。而当前我国的城市警力资源供给大多滞后于形势发展需要,出现了警力资源需求增长而供给不足的矛盾。而城市警力资源的不足和浪费并存、民警岗位流动机制不畅、绩效考评机制不完善等问题,一直影响着城市警力资源的合理配置和使用。改革警务运作模式已成为当前重要的课题,通过比较可以发现城乡间警务运作模式存在较大的差别,城市警力配置的评价标准和基本原则不同于农村,本文主要侧重于对城市警力资源配置进行分析,并以福州市公安机关警力配置改革的效能分析为视角,结合对警力资源配置原则和运行机制的研究,从与警力资源相关的人力资源、管理资源、组织外部环境和信息资源出发,在明确警察职能定位、创新警务工作模式、推进警力资源重组、改善警察队伍结构等方面,提出系统性的解决城市市区警力资源配置优化的对策。
[Abstract]:China's urbanization is accompanied by China's economic development and social progress. Its outstanding manifestations are the continuous expansion of urban areas, the continuous transfer of rural population to cities, and the continuous growth of urban population and the mode of production. Lifestyle and values are changing rapidly. At the same time, urbanization puts forward more demand for public services such as infrastructure, culture, security and so on. However, the city's original public service supply capacity always lags behind the rapidly expanding urbanization demand. In terms of Maslow's hierarchy of needs, the need for security is the primary consideration of human beings on the basis of meeting their physiological needs, and the current city is basically capable of meeting human needs for survival. In order to ensure the safety of the city and the people living in the city, we need to invest a lot of police and improve the quality of police resources. At present, the supply of urban police resources in our country lags behind the development of the situation, and there is a contradiction that the demand for police resources increases and the supply is insufficient. However, the shortage and waste of urban police resources, the poor flow mechanism of police posts and the imperfect performance evaluation mechanism have always affected the rational allocation and use of urban police resources. The reform of policing operation mode has become an important issue at present. By comparison, it can be found that there are great differences between urban and rural police operation modes, and the evaluation standards and basic principles of urban police force allocation are different from those of rural areas. This paper mainly focuses on the analysis of urban police resource allocation, and from the perspective of the effectiveness analysis of police force allocation reform of Fuzhou public security organs, combined with the study of police resource allocation principle and operational mechanism. From the aspects of human resources, management resources, external environment and information resources related to police resources, such as defining the position of police functions, innovating the working mode of policing, promoting the reorganization of police resources and improving the structure of the police force, etc. A systematic solution to the optimization of police resources allocation in urban areas is put forward.
