校园暴力视野下的校园警务

【摘要】： 校园暴力,作为近年来校园关注焦点议题,备受重视。要终结校园内部及其周边的暴力因子,最有效的途径可谓加强警察和学校的联系,为维护校园安全而共同努力。校园警务,一种新兴的警务模式应运而生。作为社区警务在校园范围内的延伸,校园警务从预防、控制、恢复三个方面有力地打击和控制校园暴力。校园警务是以警察为主导的公权力机关,立足于学校实际情况,紧密加强与学校的联系,拟定有针对性的预防措施,增强校园师生安全防范意识,形成一种和谐防控可能发生在校园内或者周边的违法犯罪的警务模式。校园警务借助警务机关的专业治安防控力量,结合学校自身特色,多角度预防和全方位监控暴力行为,增强在校师生抵制犯罪的决心和信心,共同抵御威胁校园安全的违法犯罪行为。校园警务从整体校园大环境而言,有效保障青少年正常进行社会化,保证学生首要利益,有效提升校园安全感,整肃教师队伍,树立教师安全防范意识,倡导国家乃至社会各界对青少年健康成长的关心。就校园暴力专项打击而言,有效控制了暴力行为的产生、发展、预防三个方面。 世界各国都有类似于校园警务的实践活动,尤其是美国“零度容忍”的严格警务模式和日本教育主导模式较为突出,我国台湾地区校园警务也进行了有益的开展。二十一世纪之初,我国也开始在各地开展校园警务工作,在取得显著成效的同时,也凸显了校园警务在我国发展过程中所遭遇的困境和艰难。主要体现在:现有立法空白,警务认识不到位,警务实践中矛盾与冲突等。 针对校园警务在发展过程的突出困难,可以尝试借鉴国外先进的警务模式,如美国以协议形式固定合作双方甚至多方的权利义务,包括协议方达成的合作共识,共同的校园安全目标,各方的共同责任以及各合作部门的责任承诺等等。由于学校地理位置、周边环境、师生素质各有不同,以合作协议的形式更能结合学校实际环境,提出有针对性的安保措施,切实维护校园安全。与此同时,我国《校园安全法》也应对校园警务予以立法确认,从校园警务工作的基本原则和工作理念,到警务开展的指导方针和相关部门协调原则,以及校园警务基本职责及权限范围给予明确,使得校园警务工作开展有法可依,行之有据。校园警务模式有效运作的关键还在于,根据学校实际情况做出预调研。根据调研报告,有针对性地区分中小学幼儿园和高等院校校园警务工作,根据不同情况提出具体安保对策。同时,校园警务人员入职前的培训也必不可少,通过体能培训、业务培训、法制教育、文化素质教育、健康知识教育、安全知识教育、礼仪知识教育等全方位培训工作,力求打造新时代模范校警。最后,强调宣传教育的重要性,包括法律知识正确解读和防御暴力的能力,预防犯罪与预防被害并举。警察与校园加强联系和沟通,共同预防和控制校园暴力,减少校园危机事件的发生。
