基于KPI的铁路公安绩效考核优化研究

【摘要】:铁路公安的绩效管理水平,将直接影响到铁路公安机关整体职能的发挥,关系到铁路运营的安全稳定,其效能的正常发挥是民众的正常出行秩序和运输安全的重要保证。现实存在的诸多问题对铁路公安绩效水平的发挥造成了严重影响,妨害了铁路公安更好地行使其自身职能,因此研究设计与铁路公安工作实际相匹配的绩效考核体系,提升铁路公安工作绩效以适应新时期公安工作与铁路工作的双重需要,显得尤为急迫。本文首先针对铁路公安的绩效考核现状阐明了本研究所具有的理论和现实意义。通过对国内外相关文献的回顾,界定了与员工绩效考核相关的概念,阐述了与公用部门绩效考核相关的理论,同时分析了公用部门绩效考核的功能和特征,形成了本文的理论支撑。然后对铁路公安绩效考核现状、问题以及其原因做出一个大致的描述,随后对济南铁路公安局的员工绩效考核体系进行了案例分析,探寻其现有问题的症结所在。根据存在的问题,基于KPI指标对济南铁路公安局的员工绩效考核指标进行了再设计,并在文章最后进行了总结与展望。本文的创新之处在于:一是通过梳理国内外相关文献,对公安系统的绩效考核工作理论与实践进行分析和总结,利用调查研究法,通过对大量数据和事实的调查研究,总结出铁路公安系统绩效考核工作的问题和缺陷,为济南铁路公安局绩效考核工作提供依据:二是通过案例分析法,选取典型的基层派出所进行调研,基于KPI方法对铁路公安绩效考核体系进行优化设计,并提出有效实施的建议。
[Abstract]:The performance management level of railway public security will directly affect the whole function of railway public security organs and the safety and stability of railway operation. The normal exertion of its efficiency is an important guarantee for the normal travel order and transportation safety of the people. Many problems existing in reality have caused serious influence on the performance level of railway public security, and hindered the railway public security to exercise their own functions better. Therefore, the research and design of the performance appraisal system matching with the actual situation of railway public security work has been carried out. It is urgent to improve the performance of railway public security work to meet the dual needs of public security work and railway work in the new period. Firstly, this paper clarifies the theoretical and practical significance of this study in view of the present situation of railway public security performance appraisal. Based on the review of relevant literature at home and abroad, this paper defines the concepts related to employee performance appraisal, expounds the theory related to public sector performance appraisal, and analyzes the functions and characteristics of public sector performance appraisal. Form the theoretical support of this paper. Then, the paper gives a general description of the present situation, problems and reasons of railway public security performance appraisal, and then analyzes the staff performance appraisal system of Jinan Railway Public Security Bureau, and explores the crux of its existing problems. According to the existing problems, this paper redesigns the performance evaluation index of Jinan Railway Public Security Bureau based on KPI index, and summarizes and prospects it at the end of the article. The innovation of this paper lies in: first, through combing the relevant literature at home and abroad, analyzing and summarizing the theory and practice of the performance appraisal of the public security system, using the method of investigation and research, through the investigation and research on a large number of data and facts. This paper summarizes the problems and defects of the performance appraisal of railway public security system, and provides the basis for the performance appraisal work of Jinan Railway Public Security Bureau. The second is to select the typical grass-roots police station for investigation through case analysis. This paper optimizes the design of railway public security performance appraisal system based on KPI method, and puts forward some suggestions for effective implementation.
