连云港市现代社区警务建设研究

【摘要】： 西方社区警务的概念是在20世纪80年代末传到中国的,此后中国公安部门在继承自身群防群治的工作传统的基础上,开始借鉴西方国家推行社区警务建设的经验,探索在市场经济条件下推行社区警务战略。连云港市社区警务建设正是在这一背景下起步的,其发展经历了萌芽、逐步形成、受到冲击、明确提出和重新发展的历史过程。经过近七年多的部署和实施,连云港市的社区警务建设,以基层党政组织为依托,以警民联手协作为手段,以警务室建设为平台,形成了新型的警务模式和勤务方式,全面提高了公安机关预防、控制、打击犯罪能力。虽然不同社会制度下警察的阶级属性不同,但并不排斥相互间的交流与借鉴。自20世纪70年代后期以来,欧美及亚太地区一些国家在致力于社区警务理论研究的同时,也尝试探索社区警务的运行模式,取得了许多成熟的经验,值得我们学习和借鉴。当前,连云港市的社区警务建设中难免存在一些问题,既有认识层面和管理层面的,也有方法层面和人员层面的。究其根源,原因来自多个方面,诸如传统警务观念比较滞后,与社会发展不相适应,政府部门重视不足,社区警务建设的社会化程度不高,乃至社区民警的整体素质尚存在差距等。针对上述问题,必须因情施策,逐步予以规范和完善。对此,可以分别从转变社区警务的建设理念,明确社区警务的角色定位,优化社区民警的素质结构,健全社区警务的配套机制,增强社区警务的发展动力这五个方面入手,提出连云港市现代社区警务建设的对策建议。
[Abstract]:The concept of community policing in the West was introduced to China in the late 1980s. After that, the Chinese public security departments began to learn from the experience of community policing in western countries on the basis of inheriting their own tradition of mass control. To explore the implementation of community policing strategy under the conditions of market economy. The construction of community policing in Lianyungang started under this background, and its development has experienced the historical process of germination, gradual formation, impact, clear put forward and re-development. After more than seven years of deployment and implementation, the construction of community policing in Lianyungang City has formed a new type of policing mode and service mode, relying on grass-roots party and government organizations, taking the joint cooperation between the police and the people as the means, and taking the building of the police office as the platform. The ability of public security organs to prevent, control and crack down on crime has been comprehensively improved. Although the class attribute of police is different under different social system, it does not exclude the mutual exchange and reference. Since the late 1970s, some countries in Europe, America and the Asia-Pacific region, while devoting themselves to the theoretical research of community policing, have also tried to explore the operational mode of community policing, and have obtained many mature experiences, which are worthy of our study and reference. At present, there are some problems in the construction of community policing in Lianyungang city, including the level of cognition and management, the level of method and the level of personnel. The reasons are from many aspects, such as the lag of the traditional police concept, the incompatibility with the social development, the insufficient attention of the government departments, and the low degree of socialization of the community policing construction. Even the overall quality of the community police there is still a gap. In view of the above problems, we must gradually standardize and perfect them because of the situation. In view of this, we can start from five aspects: changing the concept of community policing construction, clarifying the role orientation of community policing, optimizing the quality structure of community police, perfecting the supporting mechanism of community policing, and strengthening the development motive force of community policing. The countermeasures and suggestions of modern community policing construction in Lianyungang city are put forward.
