深圳公安系统绩效考核研究

【摘要】:公安系统的工作绩效直接体现了政府的管理能力和服务水平,并且直接关系到人民群众对政府工作的满意程度。以科学发展观为指导实施公安系统绩效考核制度,对增强公安民警工作积极性、提高公安机关绩效水平、推动公安队伍正规化建设具有重要意义。 近年来,深圳市公安局一直致力于研究探索科学有效的队伍管理机制,先后推行了岗位责任制、目标管理和等级化管理模式,以求充分激发公安民警的职业责任感和工作潜能。本文以深圳市多年来公安系统绩效考核工作的实践成果为论证基础,以现代最新的人力资源管理科学为理论依托,运用工商管理的研究方法,从深圳市公安系统绩效考核的历史入手,对过去公安民警绩效考核中存在的问题、原因进行了评价分析,在此基础上就建立科学规范的公安系统绩效考核体系进行了深入论述。 本论文采用文献分析法、调查研究法和案例分析法等方法对公安系统绩效考核问题进行了研究。总结借鉴了国内外警察绩效考核的经验做法,对当前深圳市公安民警绩效考核系统的制度、体系和网上考核系统进行了详细的研究,并结合华富和翻身派出所的实际案例研究了基层派出所在推行绩效考核的工作中产生的积极变化和积累下来的宝贵经验。最后,论文总结了深圳市公安系统绩效考核的基本情况,并对深圳市公安系统绩效考核的前景进行了展望。
[Abstract]:The performance of the public security system directly reflects the management ability and service level of the government, and directly relates to the satisfaction degree of the people to the government work. Under the guidance of the scientific development view, it is of great significance to implement the performance appraisal system of the public security system in order to enhance the enthusiasm of the police working, improve the performance level of the public security organs, and promote the regularization of the public security ranks. In recent years, Shenzhen Public Security Bureau has been devoted to the research and exploration of scientific and effective team management mechanism, has implemented the post responsibility system, objective management and hierarchical management model, in order to fully stimulate the professional responsibility and working potential of the police. Based on the practical results of the performance appraisal of public security system in Shenzhen over the years, and based on the modern human resource management science, this paper applies the research methods of industrial and commercial management. Starting from the history of performance appraisal of public security system in Shenzhen, this paper analyzes the problems existing in the performance appraisal of public security police in the past, and analyzes the reasons. On the basis of this, it discusses deeply the establishment of a scientific and standardized performance appraisal system of public security system. This paper studies the performance evaluation of public security system by the methods of literature analysis, investigation and case analysis. This paper summarizes and draws lessons from the experience and practice of police performance appraisal at home and abroad, and makes a detailed study on the system, system and online evaluation system of police performance appraisal system in Shenzhen. Combined with the actual case of Huafu and turnover police station, this paper studies the positive changes and accumulated valuable experience in the implementation of performance appraisal in grass-roots police stations. Finally, the paper summarizes the basic situation of Shenzhen public security system performance appraisal, and prospects for Shenzhen public security system performance appraisal.
