我国市级公安系统绩效评估存在的问题与对策研究

【摘要】:本文论述了市级公安系统绩效评估的时代背景、理论基础、绩效评估的概念以及绩效评估与绩效管理的关系,文章结合了国内外警务系统绩效评估的实例和经验,在调查研究国内外实践的基础上,发现我国市级公安系统的绩效评估存在诸多问题。 绩效评估在发展过程中暴露出的问题包括:对绩效评估认识不正确,绩效评估的机构和法律制度缺失,绩效评估的实施方法也比较单一,绩效评估的参与主体较少等。开展市级公安系统的绩效评估,就是要把群众最关心的要素作为评估的出发点和落脚点,以社会公众的利益为重,把社会公众对公安工作的满意程度作为评价公安工作的最关键因素。 本文从管理学的学科角度,对如何开展市级公安系统的绩效评估,提出了自己的意见和改进措施:第一,建议应该有正确的评估观念和原则,使绩效评估活动有正确的指引;第二,要建立和完善绩效评估的法律和机构,使得绩效评估具有法律和组织保障;同时,要使用科学的绩效评估方法,增强评估的科学性以及可信度;最后,要注意吸收多元评估主体参与市级公安系统的绩效评估,吸收各界人士参与绩效评估的开展和实施,确保发扬社会民主,彰显社会公平,提高市级公安系统的公信度和工作效率。
[Abstract]:This paper discusses the time background, theoretical basis, concept of performance evaluation and the relationship between performance evaluation and performance management of municipal police system. The article combines the examples and experiences of performance evaluation of police system at home and abroad. On the basis of investigation and research on the domestic and foreign practice, it is found that there are many problems in the performance evaluation of the municipal public security system in China. The problems exposed in the development process of performance evaluation include: incorrect understanding of performance evaluation, lack of institutional and legal system of performance evaluation, single implementation method of performance evaluation, fewer participants in performance evaluation, and so on. To carry out the performance evaluation of the public security system at the municipal level is to take the elements that the masses are most concerned about as the starting point and foothold of the evaluation, and to take the interests of the public as the priority. The degree of public satisfaction with public security work is regarded as the most important factor in evaluating public security work. From the point of view of management science, this paper puts forward some suggestions and improvement measures on how to carry out the performance evaluation of municipal public security system: first, it is suggested that there should be correct evaluation concepts and principles, so that the performance evaluation activities can have the correct guidance; Secondly, it is necessary to establish and perfect the laws and institutions of performance evaluation to ensure the legal and organizational guarantee of performance evaluation, at the same time, it is necessary to use scientific methods of performance evaluation to enhance the scientific nature and credibility of performance evaluation. Finally, attention should be paid to absorbing multiple evaluation subjects to participate in the performance evaluation of the municipal public security system, and the participation of people from all walks of life in the development and implementation of performance evaluation, so as to ensure that social democracy is carried forward and that social equity is demonstrated. To improve the public confidence and efficiency of the public security system at the municipal level.
