聋哑人扒窃犯罪的破局方略探究——以情报信息研判为引导

【摘要】：近几年,聋哑人扒窃犯罪发案数持续攀升,跨区域作案趋势加剧,其破案率低于其他类型刑事案件。这类案件虽然涉案数额不大,但直接关系百姓对社会治安的切身感受。聋哑人扒窃案件案情简单,对其查处却困难重重。调整"以办案人为主导"的传统侦查模式为"以情报信息研判为引导"的侦查模式,将为打击聋哑人扒窃犯罪带来新思路。
[Abstract]:In recent years, the number of cases of pickpocketing by deaf-mute continues to rise, and the trend of cross-regional crime has intensified, and its detection rate is lower than that of other types of criminal cases. Although the amount involved in such cases is not large, it is directly related to the people's personal feelings of public security. The case of pickpocketing by deaf-mute people is simple, but it is difficult to investigate and deal with. The adjustment of the traditional investigation mode of "taking the cashier as the leading factor" to the investigation mode of "taking intelligence information as the guide" will bring new ideas for combating the crime of pickpocketing by deaf-mute people.
