江西社区警务建设中的问题分析和对策研究

【摘要】： 江西社区警务建设目前取得了一些成效,但从和谐社会视野中看,江西社区警务建设在思想认识、实际操作、后期管理等方面还存在问题。本文在对制约江西社区警务发展原因分析的基础上,提出对策,并结合作者在基层公安机关的工作实践,运用管理学的理论,探索、尝试完善社区警务目标体系,建立警务效果评估标准,提出社区警务自变量和因变量之间的关系并确定政治态势、文化价值、社会反映等三个一级指标及其相对应的二三级诊断指标,建立新型的“社区警务效果评估”,通过观测点的实证数据和指数公式评价社区警务状况,实现社区警务理论与实践的统一,为推进江西社区警务发展战略做出自己的贡献。
[Abstract]:The construction of Jiangxi community policing has made some achievements at present, but from the view of harmonious society, there are still some problems in the ideological understanding, practical operation and late management of Jiangxi community policing construction. Based on the analysis of the reasons restricting the development of community policing in Jiangxi, this paper puts forward some countermeasures, and combines the author's working practice in the grass-roots public security organs, explores and tries to perfect the target system of community policing by using the theory of management. Establish the evaluation standard of policing effect, put forward the relationship between independent variables and dependent variables of community policing, and determine the political situation, cultural value, social reflection, three first-level indicators and the corresponding two or three level diagnostic indicators. This paper establishes a new type of "community policing effect evaluation", evaluates the status of community policing through the empirical data and exponential formula of observation points, realizes the unification of theory and practice of community policing, and makes its own contribution to promote the development strategy of community policing in Jiangxi province.
