【摘要】：天津市机动车和驾驶人信息管理系统是应用数据库技术、信息数据管理技术、计算机通讯技术、办公自动化技术、IC卡应用技术、自动控制技术、广域网组网技术、多媒体技术等当今计算机领域先进技术,结合公安机动车和驾驶人管理工作的具体情况,建设的一个现代化的公共信息资源管理系统。系统建立之初是定位于公安机关内部使用,应用于对机动车和驾驶人信息的管理工作,以及为案件侦破等公安业务的内部应用,缺乏面向社会进行信息收集、管理和发布信息的意识、规范。但随着计算机和信息网络技术的飞速发展,社会信息化进程的推进,新公共管理运动兴起,服务型政府以顾客为导向行政价值理念的出现,公众对公共信息服务的需求日益高涨。传统的面对面车管服务方式已经不能满足群众多元化、便捷化、高效化的服务需求,因此做好机动车和驾驶人信息管理系统开发利用工作,创新服务模式,满足公众对公安车管工作新的需求,对构建和谐警民关系与和谐社会具有十分重要的意义,是当前公安车管工作适应社会新形势的必然要求。本文通过对天津市机动车和驾驶人信息管理系统功能开发和应用开发的研究,以及对该系统发展历程和发展趋势的研究,试图阐述公共信息资源管理系统在管理和应用中需要研究的问题,并对天津市机动车和驾驶人信息管理系统这一公共信息资源管理系统的开发利用方向进行了分析研究。
