四川公安交通管理执法人员队伍建设研究

【摘要】: 随着经济社会的发展,机动车、驾驶人、道路里程数量急剧增长,道路交通安全形势日益严峻,人民群众对交通管理的要求也不断提高。公安交通管理部门作为道路交通安全主管部门,如何适应新形势,满足群众的新需求,做到道路交通事故少发、人民满意,是各级交通管理部门当前面临的主课题。中华人民共和国公安部审时度势,适时作出了“三项”建设(执法规范化建设、信息化建设、和谐警民关系建设)为当前公安交通管理工作重心的科学决策。各级交通管理部门将以规范的执法、科技化的管理、人性化的服务来确保道路交通安全和做到人民群众满意。 四川公安交通管理部门按照公安部的指示,结合四川的实际情况,确定了一年打基础、二年大变样、三年上台阶的总体目标。从规章制度、队伍建设、纪律作风、服务举措、执法监督、经费保障等各方面制定了阶段性目标,多次召开专题会议,全面启动四川交通管理部门的“三项”建设工作,力争取得全国前列的好成绩。 笔者认为,决定因素是人。只有管理好队伍,充分调动队伍积极性、主动性,团结一致朝着既定的目标奋力进取,才能最终夺取工作胜利。本文正是在这一思想的指导下,通过全面分析交通管理执法队伍现状,认真查找在队伍管理、人员素质、服务理念等方面存在的问题。根据新形势下交通安全对执法队伍素质的新需求,运用人力资源管理的有关理论,从教育培训、绩效考核、执法监管等方面提出了切实可行的对策措施,以期提高四川公安交通管理执法人员队伍整体素质和执法水平。
[Abstract]:With the development of economy and society, the number of motor vehicles, drivers and road mileage has increased rapidly, the road traffic safety situation is becoming more and more serious, and the people's requirements for traffic management are also increasing. As the competent department of road traffic safety, the public security traffic management department, how to adapt to the new situation, meet the new needs of the masses, make the road traffic accidents less and the people satisfied, is the main task that the traffic management departments at all levels are facing at present. The Ministry of Public Security of the people's Republic of China has made a scientific decision that the construction of "three items" (standardization of law enforcement, information construction, harmonious relations between the police and the people) is the focus of the current public security traffic management. Traffic management departments at all levels will ensure road traffic safety and achieve people's satisfaction with standardized law enforcement, scientific and technological management and humanized service. According to the instructions of the Ministry of Public Security and the actual situation in Sichuan, the Sichuan public security traffic management department has determined the overall goal of laying the foundation in one year, changing the sample in two years and going up to the next level in three years. From the aspects of rules and regulations, team building, discipline style, service measures, law enforcement supervision, financial guarantee, and so on, stage targets have been formulated, and special meetings have been held many times to launch the "three" construction work of Sichuan traffic management departments in an all-round way. Strive to achieve the best results in the forefront of the country. The author believes that the decisive factor is human beings. Only by managing the team well, fully arousing the enthusiasm and initiative of the team, and working together to forge ahead towards the established goals, can we finally win the work. Under the guidance of this thought, this paper analyzes the present situation of traffic management law enforcement team, and seriously finds out the problems existing in team management, personnel quality, service concept and so on. According to the new demand of traffic safety for the quality of law enforcement team under the new situation, this paper puts forward some feasible countermeasures from the aspects of education and training, performance appraisal, law enforcement supervision and so on, by using the relevant theories of human resource management. In order to improve the overall quality and law enforcement level of Sichuan public security traffic management law enforcement personnel.
