进城农民保留农村户籍对己对国的效应分析

【摘要】：进入城镇,取得城镇户籍,原本是农民跳出农门、提升社会地位的强烈追求,但近年来,随着城镇化的加速推进以及城镇户籍附带的各种福利的剥离,加上各种惠农政策的实施,农村户籍的含金量、吸引力却在上升,很多进城农民不再落户城镇,而是保留农村户籍。这种现象是近年来城镇化出现的新常态,对进城农民自己和国家的效应都具有两面性,利弊兼具。需善加引导,将积极效应发挥到最大,而降消极效应控制到最小。

This phenomenon is a new normal of urbanization in recent years, which has two effects on the farmers themselves and the country, and has both advantages and disadvantages. It is necessary to guide the positive effect to the maximum and the negative effect to the minimum.
