城市社区建设中的法制教育问题研究

【摘要】：依法治国是实现国家长治久安的重要保障，是构建和谐社会重要的条件。构建社会主义和谐社会的基础就是构建和谐社区，必须创新社区管理模式，推进社区依法治理。随着我国城镇化进程的加快，城市社区的规模和数量迅速增加，社区基本建设水平越来越高，社区管理逐渐进入规范化管理的轨道。然而，从全面建设小康社会的目标和提升社会文明程度的发展要求来看，现阶段城市社区文化建设水平远远没有达到发展要求。其中在社区法治文化建设上，突出表现为社区依法管理水准不高，，社区生活环境缺少法治文化氛围，社区居民活动缺少法治生活内容。而大量流动人口的融入，也使社区情况变得复杂，矛盾纠纷出现多样化。通过开展城市社区法制宣传教育，弘扬法治文化的精神，培养社区居民的法律意识，有效排解矛盾问题，才能有效推进依法治国基本方略的实施。本文分为四部分，主要通过文献研究法、调查研究法和案例分析法等研究方法进行论述。第一章引言从明确问题的提出、研究目的与意义、国内外研究现状等方面进行阐述。第二章论证城市社区建设中加强法制教育的必要性，内容包括法制教育对城市社区建设的意义，开展法制教育对提高社区居民法律素质的积极影响。第三章对现阶段法制教育的存在的问题及原因进行分析，力图找出城市社区法制教育工作中存在的若干问题。比较突出的问题表现在法制教育的队伍薄弱、形式陈旧单一、内容没有针对性等，其原因是由于法制教育工作没有得到重视，法制教育的作用不能得到发挥。第四章主要是针对城市社区法制教育存在的问题，提出在法制教育过程中要坚持以人为本，从社区居民生活的实际需要出发，从多角度入手，运用多种方式、方法，突出教育活动的针对性和方向性，规范城市社区管理，创设法治文化的环境氛围，系统开展法制宣教活动，组织丰富多彩的法治文化活动，为提升城市社区的文明程度，建设小康社会作出贡献。结论是对全文的总结和对城市社区开展法制教育的展望。
[Abstract]:The rule of law is an important guarantee to realize the long - term security of the country . It is an important condition for the construction of harmonious society . In order to build a harmonious society , we must innovate the community management mode and push the community to manage according to law . Chapter Three discusses the necessity of strengthening the legal education in the construction of urban communities , including the significance of legal education to the construction of urban communities and the positive influence of legal education on the improvement of the legal quality of the community residents . The fourth chapter is mainly aiming at the problems existing in the legal education of the urban community , and puts forward that in the process of legal education , we should adhere to the people - oriented , start from the multi - angle , use various methods , methods , highlight the pertinence and directionality of the educational activities , standardize the city community management , create the environment atmosphere of the rule of law culture , carry out legal education activities and contribute to the construction of a well - off society . The conclusion is the summary of the full text and the prospect of legal education in the city community .
