论我国地方立法监督制度的问题与对策

【摘要】：正地方立法是我国立法体制的重要组成部分。从1979年地方组织法赋予地方人大及其常委会以立法权以来,全国已制定地方性法规一万多件,地方立法工作成就斐然。但是随着立法工作的不断深入,在实际工作中也出现了许多矛盾和问题,特别是立法冲突问题日渐突出。加强地方立法监督,解决立法冲突,维护社会主义法制统一,已成为我国实施依法治国方略,走向法治社会迫切需要解决的问题。
[Abstract]:Local legislation is an important part of our legislative system.Since 1979, when the local people's Congress and its standing committee were given legislative power by the local organic law, more than 10,000 local laws and regulations have been formulated in the whole country, and the local legislative work has made great achievements.However, with the deepening of legislative work, there are many contradictions and problems in practical work, especially the issue of legislative conflict.Strengthening the supervision of local legislation, resolving legislative conflicts and maintaining the unity of socialist legal system have become the urgent problems for our country to implement the strategy of governing the country according to law and to move towards a society ruled by law.
