南海石油钻井平台监管法律问题研究

【摘要】：中国在南海的石油钻井平台建设起步较晚,数量较少,南海石油钻井平台的相关立法不够明确,且日常监管存在欠缺。破解南海石油钻井平台立法与监管存在的问题,应当清晰立法明确法律地位,加快立法明确监管职责,畅通渠道提高监管效率,动静结合加强动态监管,强化研究优化人才结构,完善体系提升应急能力。
[Abstract]:China's construction of oil drilling platforms in the South China Sea started relatively late and the number of oil drilling platforms in the South China Sea is relatively small. The relevant legislation of the oil drilling platforms in the South China Sea is not clear enough and there is a lack of daily supervision. In order to solve the problems existing in the legislation and supervision of the South China Sea oil drilling platform, we should clearly legislate and clarify the legal status, speed up the legislation and clarify the regulatory responsibilities, open the channels to improve the efficiency of supervision, and strengthen the dynamic supervision by combining static and dynamic. Strengthen research and optimize the talent structure, improve the system to enhance emergency capabilities.
