南海渔业合作:来自地中海渔业合作治理的启示

【摘要】：随着"南海行为准则"框架文本的磋商进入快车道,南海沿岸国的海洋合作被注入了新的动力。本文以渔业合作为切入点,通过梳理和审视半个世纪以来地中海渔业合作实践所形成的地区特色、法理构架以及问题与挑战,分析和总结其治理经验对南海渔业合作的借鉴意义。南海沿岸国在渔业以及其他领域的合作难免面临障碍和挑战,其合作机制构建也是一个发展的过程。本文试图为南海沿岸国合作机制的构建和未来发展提供政策思路和参考。
[Abstract]:With the negotiation of the Framework text of the Code of Conduct in the South China Sea entering the fast track, maritime cooperation among the coastal countries of the South China Sea has been given new impetus. This paper takes fishery cooperation as the starting point, combs and examines the regional characteristics, legal framework, problems and challenges formed by the practice of fishery cooperation in the Mediterranean Sea in the past half century. Analysis and summary of its governance experience for the South China Sea fishery cooperation reference significance. The cooperation of the coastal countries in the South China Sea in fisheries and other fields inevitably faces obstacles and challenges, and the construction of cooperation mechanism is also a process of development. This paper attempts to provide policy ideas and references for the construction and future development of the cooperation mechanism of coastal countries in the South China Sea.
