论我国生态化技术体系的制度构建

【摘要】：在我国致力于生态文明建设的关键时期,实现技术的生态化转向,必将成为我国技术发展的主要趋势,而技术生态化转向的最终实现,又必然离不开相关制度的保障,需要制度对技术转向的动机、过程和结果进行引导、规范和保障,以通过制度的构建来推动技术的转向,从而充分发挥生态化技术对推进我国生态文明建设的支撑作用。第一,马克思主义关于科学技术积极作用的论述,为我们探究技术对于推动生态文明的支撑作用提供了有力的理论依据。从这些理论出发,结合我国致力于生态文明建设的现实,将技术与生态理念相结合,构建生态化的技术体系,必将有力地推进我国的生态文明建设。而生态化技术体系的构建又离不开相关制度的保障,国内外学者关于制度作用的论述从理论上论证了制度保障技术生态化转向的必要性。第二,日益突出的环境问题以及我国相关制度存在的缺陷,对我们加快推进生态化技术制度的改进和完善提出了更加迫切的要求,这就构成了必须进行生态化技术制度体系构建的现实依据。第三,国外生态化技术体系构建的有益经验为我国的制度构建提供了积极的借鉴。第四,生态化技术制度体系构建的理论依据和现实依据,决定了我国必须要加快推进相关制度体系的构建,这就要求我们必须要在借鉴国外经验的基础上,结合我国实际构建符合我国国情的制度体系,从规范技术的应用入手,构建起以技术应用的法律保障为主导的,涵盖社会参与、市场激励、舆论引导以及技术研发和推广的推动技术生态化转向的一系列的引导机制,以期能够对推进我国技术的生态化转向有所助益。
[Abstract]:In the key period of our country devoting to the construction of ecological civilization, to realize the ecological turn of technology will be the main trend of the development of technology in our country, and the ultimate realization of the ecological turn of technology will inevitably depend on the guarantee of relevant system. It needs the system to guide, standardize and guarantee the motivation, process and result of the technological turn, so as to promote the technological turn through the construction of the system, so as to give full play to the supporting role of ecological technology in promoting the construction of ecological civilization in China. First, the exposition of Marxism on the positive role of science and technology provides a powerful theoretical basis for us to explore the supporting role of technology in promoting ecological civilization. On the basis of these theories, combining the reality of ecological civilization construction in our country, combining technology with ecological idea and constructing ecological technology system, we will certainly push forward the construction of ecological civilization in our country. However, the construction of ecological technology system can not be separated from the guarantee of relevant systems. Scholars at home and abroad have theoretically demonstrated the necessity of the ecological turn of system support technology. Second, the increasingly prominent environmental problems and the shortcomings of the relevant systems in China put forward more urgent requirements for us to speed up the improvement and improvement of the ecological technology system. This constitutes the realistic basis for the construction of ecological technology system. Third, the beneficial experience of foreign ecological technology system construction provides a positive reference for China's system construction. Fourth, the theoretical and practical basis for the construction of the ecological technology system determines that China must speed up the construction of the relevant system, which requires us to learn from the experience of foreign countries. According to the actual situation of our country, we should build a system that is suitable for our national conditions, start with the application of standardized technology, construct a legal guarantee of technology application, cover social participation, market incentive, The guidance of public opinion and a series of guiding mechanisms to promote the ecological turn of technology are expected to be helpful to promote the ecological turn of technology in China.
