【摘要】：风电作为目前技术最成熟和最有市场开发利用前景的一种新型可再生能源,在能源结构中占有越来越重要的战略地位,近年来得到了长足的发展。我国政府为推动风电发展做出了巨大的努力,然而从风电的发展现状分析仍存在一些制约因素,其中,风电政策是一个重要因素。通过分析我国风电的发展现状和政策法规,发现我国风电政策存在着风电规划粗放、法律法规缺乏有效性支持、激励政策体系不完善、风电产业服务体系发展政策不健全、支持风电发展的基础工作政策不完善等问题,这些都制约着风电产业的健康发展,而国外风电发达国家在政策方面具有可借鉴的经验。针对问题与经验的分析,提出了完善对策和建议：规范风电科学发展规划,完善相关法律法规体系,加大对风电优惠政策的支持力度,扩宽融资渠道,加强财税扶持,有效调控电价；健全风电服务系统,完善我国的风电产业链；持续深入的进行基础性研究,提高自主创新能力,同时也要建立以企业为主体、产学研结合的自我创新模式,提高企业的持续创新能力。概言之,国家风电产业激励政策的大力扶持,将成为促进风电产业持续增长的动力。
[Abstract]:Wind power, as the most mature technology and the most promising renewable energy in the market, occupies a more and more important strategic position in the energy structure and has been greatly developed in recent years. Our government has made great efforts to promote the development of wind power. However, there are still some restrictive factors from the analysis of the current situation of wind power development, among which wind power policy is an important factor. By analyzing the current situation and policies of wind power development in China, it is found that there are extensive wind power planning, lack of effective support of laws and regulations, imperfect incentive policy system, imperfect development policy of wind power industry service system in our country. The basic work policies supporting the development of wind power are not perfect, all of which restrict the healthy development of wind power industry, while the developed countries of foreign wind power have some experience in the field of policy. Based on the analysis of the problems and experiences, the paper puts forward some countermeasures and suggestions: standardizing the scientific development plan of wind power, perfecting the relevant laws and regulations system, increasing the support for the preferential policies of wind power, widening the financing channels, and strengthening the financial and tax support. To regulate electricity price effectively; to perfect the wind power service system and the wind power industry chain of our country; to carry on the basic research continuously and to improve the independent innovation ability; at the same time, to establish a self-innovation model with the enterprise as the main body and the combination of industry, education and research, Improve the enterprise's ability to innovate continuously. In a word, the strong support of the national wind power industry incentive policy will become the driving force to promote the sustained growth of wind power industry.
