北京市C区统计执法检查的现状、问题与改革研究

【摘要】:国家的统计数据是由千千万万个被调查单位上报的数据分级逐层汇总而成的,因此,统计数据的真实性、准确性根源在基层。如果基层单位统计数据只有上报没有检查,那么很难确保上报数据的质量,因此,统计执法检查对统计数据质量有决定性的影响。近年来,通过电视、新闻、网络等各个渠道,都曝出不少统计上弄虚作假的违法行为,导致统计数据失真。这些违法行为干扰了统计工作的秩序,损害了统计部门的形象,影响了统计数据的质量。在这种情况下,就需要统计部门加大力度开展统计执法检查,杜绝统计违法现象的发生。统计执法经过多年的实践,取得了一定的成绩,但仍然存在一些问题。统计数据错报、漏报、瞒报的现象仍然存在,被调查单位不重视统计工作、不理解统计指标、把会计口径当统计口径等情况还很常见。本文对北京市C区统计执法检查工作现状进行了介绍,找出统计执法检查工作中存在的问题,主要是相关法律法规更新不及时、统计管理体制制约统计执法、执法检查方式方法还不完善、执法人员综合能力还需提高、被检查单位守法意识还很淡薄。提出的统计执法改革发展的原则是坚持依法统计、完善自身、惩防并举、标本兼治。为统计机构提出的对策建议是从两方面出发:一方面要完善自身,包括统计执法方式方法,统计执法规章制度,执法人员工作水平,从而进一步严厉查处统计违法行为,给予违法者强大的威慑力;另一方面要加大统计法制宣传力度,加强基层单位统计服务,惩防并举,引导企业不违反统计法律法规。统计执法工作总体来看是执法者与执法对象的博弈。笔者认为,从统计执法部门的角度来说,一方面加大执法力度,毫不留情的打击统计违法行为;一方面加大宣传力度,引导企业不违反统计法律法规。从执法对象来说,一方面要主动了解和遵守《统计法》等法律法规,做到主观意识上不违法;另一方面要重视统计工作,认真细致上报统计报表,做到客观行为不违法。如此就能使执法者与执法对象双方共赢,达到和谐统一。笔者希望通过研究一个基层统计机构的执法检查情况,从而引起更多人对统计数据质量以及统计执法检查工作的关注,提出的对策建议可以引起相关部门的共鸣。
[Abstract]:The national statistical data are collected by the thousands of data reported by the survey units. Therefore, the authenticity and accuracy of the statistical data are rooted at the grass-roots level. If the statistical data of the grass-roots units are only reported and not checked, So it is very difficult to ensure the quality of the data reported. Therefore, statistical law enforcement inspections have a decisive impact on the quality of statistical data. In recent years, through various channels such as television, news, and the Internet, it has been revealed that a lot of statistical fraud is illegal. These illegal acts interfere with the order of statistical work, damage the image of statistical departments and affect the quality of statistical data. In this case, it is necessary for statistical departments to intensify their efforts to carry out statistical law enforcement inspections. After many years of practice, statistical law enforcement has made certain achievements, but there are still some problems. The phenomenon of misreporting, underreporting and underreporting of statistical data still exists, and the units under investigation do not attach importance to statistical work. It is also very common to regard accounting as statistical caliber if you do not understand statistical indicators. This paper introduces the current situation of statistical law enforcement inspection in area C of Beijing, and finds out the problems existing in statistical law enforcement inspection. The main reasons are that the relevant laws and regulations are not updated in time, the statistical management system restricts the statistical law enforcement, the methods of law enforcement inspection are not perfect, and the comprehensive ability of law enforcement personnel needs to be improved. The law-abiding consciousness of the inspected units is still very weak. The principle put forward for the reform and development of statistical law enforcement reform is to adhere to statistics according to law, to improve themselves, and to simultaneously punish and guard against the law. On the one hand, it is necessary to improve itself, including statistical law enforcement methods, statistical law enforcement rules and regulations, and the level of work of law enforcement personnel. In order to further severely investigate and deal with statistical illegal acts and to give violators a powerful deterrent; on the other hand, it is necessary to increase the publicity of the statistical legal system, strengthen the statistical services of grass-roots units, and punish and prevent them simultaneously. Guiding enterprises not to violate statistical laws and regulations. Statistical law enforcement is, on the whole, a game between law enforcers and law enforcement objects. The author believes that from the point of view of statistical law enforcement departments, on the one hand, it is necessary to strengthen law enforcement. Ruthlessly crack down on statistics violations; on the one hand, step up propaganda efforts to guide enterprises not to violate statistical laws and regulations. From the point of view of law enforcement, on the one hand, they should take the initiative to understand and abide by the laws and regulations, such as the Statistics Law. On the other hand, it is necessary to attach importance to statistical work, to report statistical reports carefully and carefully, and to ensure that objective acts are not illegal. In this way, both law enforcers and law enforcement objects can win together. To achieve harmony and unity. The author hopes that by studying the law enforcement and inspection situation of a grass-roots statistical agency, more people will pay attention to the quality of statistical data and the work of statistical law enforcement inspection. The proposed countermeasures and suggestions can arouse the resonance of relevant departments.
