农村集体经济组织成员权制度改革研究

【摘要】：成员权是农民依法享有村集体经济组织各项权益的基础。保障农民集体经济组织成员权是农村土地法律制度改革创新的一项基础性工作,是解决好农村土地承包经营问题的重点之一。深化农村土地制度改革,建设社会主义新农村,促进农业现代化,依法保障农民合法权益,为经济社会持续健康发展提供强劲动力,必须重视完善村集体经济组织成员权的相关理念和制度,积极完善法律保障措施,构建面向村集体组织成员权的综合信息服务体系,重视丰富成员权的实现方式。
[Abstract]:Membership right is the basis on which farmers enjoy the rights and interests of village collective economic organizations according to law. Protecting the rights of farmers' collective economic organizations is a basic work in the reform and innovation of rural land legal system, and is one of the key points to solve the problem of rural land contract management. Deepening the reform of the rural land system, building a new socialist countryside, promoting agricultural modernization, and safeguarding the legitimate rights and interests of peasants in accordance with the law will provide a strong impetus for sustained and healthy economic and social development. We must attach importance to perfecting the relevant concepts and systems of the membership rights of village collective economic organizations, actively improve the legal safeguards, construct a comprehensive information service system oriented to the membership rights of village collective organizations, and attach importance to the realization of rich membership rights.
