关于《必须招标的工程项目规定》立法有关问题的思考

【摘要】：正根据《招标投标法》第三条的规定,有关部门正在研究起草《必须招标的工程项目规定》,明确在我国境内进行工程建设项目必须招标的具体范围和规模标准。该项立法工作意义重大,将对我国工程项目招标产生深远影响,社会各界对此广泛关注。结合工作实践,笔者对必须招标的工程项目的范围和标准浅谈几点认识。建议招标标准予以细化有关方面对全部使用预算资金的项目达到一定数额标准的,应当强制招投标,已经达成共识。对于部
[Abstract]:In accordance with the provisions of Article 3 of the Law on bidding and bidding, the relevant departments are studying and drafting the "regulations on Engineering projects that must be invited to bid", so as to clarify the specific scope and scale of bidding required for carrying out construction projects in the territory of China. The legislative work is of great significance and will have a profound impact on the bidding of engineering projects in our country.
