预算法修改的原则

【摘要】：正这次修改预算法,是预算法实施二十年来的首次修改。修改后的新预算法,是党的十八届三中全会以后全国人大常委会通过的第一部对推动改革进程具有全局性影响的重要法律案。虽然这次修改预算法采取的是修正案形式,但实际上修改的内容很多,既有对现行制度的细化和完善,也有为落实中央要求、推进改革所作的制度创新,是一次全面、系统的修改。原预算法共79条,
