【摘要】：正在"优化招投标流程降低招标采购流标率专题(一)"中,全面分析了招标采购流标发生的原因。减少流标,控制风险、降低流标率、优化招标流程非常必要。目前,在规范招标流程、优化过程管理的问题上还存在一些模糊认识。有不少人认为招标流程是法律规定的,相关的法律法规对招标的组织性、程序性、规范性以及评标的保密性等都作了明确的规定,且已施行多年,不是一朝一夕就能改变的,需要从长计议。这些想法是对基于风险控制的招标流程优化管理的
