我国政府投资决策制度的反思及补正

【摘要】：厘清政府投资、国有企业与市场公平竞争影响三者关系是深化改革背景下的重要议题和深化改革的应有之义。在历史、政治、经济等多种因素长期作用之下,政府投资与国有企业之间形成因与果的紧密联系。同时,政府对国有企业非市场理性的倾斜投资极有可能破坏市场公平竞争秩序。然而,目前的政府投资决策制度缺乏对这种现象的规制,需要在投资决策中以竞争评估制度与听证制度补足其规制空白,从源头上杜绝对市场公平竞争秩序的损害。文章试图从正当性与合理性两个维度重建构政府投资决策制度的理论基础。
[Abstract]:To clarify the relationship among government investment, state-owned enterprises and fair competition of market is an important topic in the background of deepening reform and the proper meaning of deepening reform. Under the long-term action of history, politics, economy and so on, the government investment and the state-owned enterprise form the close relation between the cause and the result. At the same time, the government's investment in non-market rationality of state-owned enterprises is likely to destroy the order of fair competition in the market. However, the current government investment decision-making system lacks the regulation of this phenomenon, so it is necessary to make up for the blank of the regulation by the competition evaluation system and the hearing system in the investment decision-making, so as to put an end to the damage to the fair competition order of the market from the source. This paper attempts to re-establish the theoretical basis of government investment decision-making system from two dimensions of legitimacy and rationality.
