【摘要】：正 3月11日上午,全国人大常委会法制工作委员会副主任乔晓阳、胡康生在九届全国人大三次会议举行的记者招待会上,就全国人大及其常委会的立法工作回答了中外记者的提问。中央电视台记者:据报道,从1979年到现在,我国已经制定了300多件法律以及与法律有关问题的决定,为什么到这次代表大会才制定规范立法活动本身的立法法,是否可以说中国这20多年来的立法活动是在没有法律规范的情况下进行的?乔晓阳:并不是在制定立法法之前我国的立法活动完全处在没有规范的状态。我国的宪法和有关法律,如全国人大组织法、全国人大及其常委会的两个议事规则、地方人大和地方政府组织法,其中对立法权限、立法程序、立法的备案
