从《立法法》看地方先行立法权

【摘要】：《立法法》第 64条第 2款明确规定了地方先行立法权。本文从先行立法权的权限、程序以及先行性法规的清理、批准制度、撤销制度和备案制度等方面进行了较为详细的阐述 ,并针对《立法法》实施中的相关问题提出了建议。
[Abstract]:Section 64, paragraph 2, of the Legislative Law clearly provides for local legislative power. This paper expounds in detail the authority, procedure, clearing up, approval system, revocation system and filing system of the legislative power in advance, and puts forward some suggestions for the implementation of the legislation Law.
