新形势下党委政法委的制度功能探讨与改革方向

【摘要】：中国共产党政法委员会,简称党委政法委,是党的一个重要的职能部门,主要负责指导、组织、协调我国政法部门开展工作,调查研究处理社会治安综合治理方面的出现新情况、新问题,在指导政法、维护国家安全、维护社会稳定工作中发挥着重要作用。但是一直以来,国内专家学者对党委政法委的存在有着诸多争议甚至非议。有支持的,也有反对的,理由依据都大相径庭。也许,有争议的问题更具有研究价值。本文先是从学界两派相左的意见切入,进而试从历史视角对政法委不同发展时期的十二个发展阶段进行阐述,通过史实来考察它存在的合理性,再对政法委的现实功能,如政治领导、维护国家稳定、依法治国、组织协调等方面加以论述分析并指出其问题所在,文中最后提出如何更好地发挥政法委作用的几点看法和建议。
[Abstract]:The political and legal Commission of the Communist Party of China (CPC) is an important functional department of the Party. It is mainly responsible for guiding, organizing and coordinating the work of the political and legal departments of our country. Investigation and study on the new situation and new problems in the comprehensive management of public security play an important role in guiding political and legal affairs, safeguarding national security, and maintaining social stability. But all along, Domestic experts and scholars have many controversies and even criticisms about the existence of the political and legal committees of the party committees. Some support and some oppose, and the reasons are quite different. Perhaps, The controversial issues have more research value. Firstly, this paper starts with the different opinions of the two schools in academic circles, and then tries to expound the twelve stages of development of the political and legal commissions in different development periods from the historical perspective, and through the historical facts to investigate the rationality of its existence. Then, the practical functions of the political and legal Commission, such as political leadership, safeguarding the stability of the country, governing the country according to law, organizing and coordinating, etc., are discussed and analyzed, and the problems are pointed out. Finally, some suggestions and suggestions on how to better play the role of political and legal commissar are put forward.
