四川监狱系统推进“大教育”格局案例研究

【摘要】:现代化文明监狱工作的核心宗旨是教育改造人,是将危害社会的因素改造为安全因素,甚至改造为有益于社会的因素。2015年召开的全国监狱工作会上提出,监狱系统的劳动、监管(狱政)均应给监狱的教育工作服务,应将教育改造工作作为监狱工作的“中心任务”。为了达到有效地矫治人、优化教育改造质量、降低重新犯罪率的目标,我国监狱系统借鉴国外先进经验,转变教育理念,不断探索教育改造工作社会化的实现途径。教育改造工作的社会化、罪犯正面有效地“再社会化”是需要监所与地方政府、社会各界共同完成的事业,也是保障社会管理融洽、有序、稳固的重要保障。因此,研究如何利用社会资源,将服刑人员教育改造为有益于社会和谐的人,保障刑释人员正面、积极地再社会化,减少重新犯罪率,是维护社会稳定,促进社会和谐的重要课题。四川监狱系统根据中央政法委总体规划要求,在探索教育改造社会化方面创新性地提出“大教育”格局概念,并系统地研究出“大教育”格局的构建要素和途径,用实践检验理论,形成以差异化社会帮教、回归工程指导体系、就业安置帮扶平台为主要特点的行之有效的教育改造社会化举措。本文通过研究四川监狱在封闭式监狱的条件下,以何种途径充分吸引和利用社会资源,以何种举措将社会力量融入教育改造,以何种方式构建形成社会多部门、多组织、多渠道共同教育的大环境和整体格局,分析其成功经验和存在问题,推导全国监狱可施行的教育改造社会化举措和应注意的问题。四川监狱系统的“大教育”格局是宏观的,是将监狱教育改造工作放在为社会管理服务、促进社会和谐的大背景下的。本文所研究的四川监狱系统“大教育”格局推进工作不仅指构建社会共同帮助教育和改造的大环境,也指帮助服刑人员顺利回归,降低其重新犯罪率的个人“再社会化”工作。四川监狱所提的“大教育”是对中央总体规划的总结,是对自身工作的创新,也是对社会管理的促进,对帮助全国监狱系统更好、更快提高教育改造质量,实现教育改造工作的跨越具有理论和实践研究意义。
[Abstract]:The core purpose of the modern and civilized prison work is to educate and reform people, to transform the factors that endanger society into security factors, and even to transform them into factors beneficial to society. At the National Conference on Prison work held in 2015, it was proposed that the work of the prison system, Supervision (prison administration) should serve the educational work of the prison, and should regard the reform of education as the "central task" of the prison work... in order to achieve the goal of effectively correcting people, optimizing the quality of education reform, and reducing the rate of recidivism, The prison system of our country draws lessons from the advanced experience of foreign countries, changes the education idea, and continuously explores the way to realize the socialization of the education reform work. The socialization of the education reform work and the criminals' positive and effective "re-socialization" are necessary for the prisons and the local governments. The common undertaking of all sectors of society is also an important guarantee to ensure harmonious, orderly and stable social management. Therefore, we should study how to use social resources to transform the education of prisoners into people who are beneficial to social harmony, so as to ensure the positive side of the criminal release personnel. To actively re-socialize and reduce recidivism is an important task for maintaining social stability and promoting social harmony. The prison system in Sichuan Province is in accordance with the requirements of the overall plan of the Central political and legal Commission. In exploring the socialization of education transformation, the author puts forward the concept of "big education" pattern innovatively, and systematically studies the elements and ways of constructing "big education" pattern, and tests the theory with practice to form a differentiated society. Return to the project guidance system, employment placement help platform as the main characteristics of effective education reform socialization measures. This paper studies the Sichuan prison in the closed prison conditions, in what way to fully attract and use social resources, What measures should be taken to integrate social forces into education reform, and how to construct the general environment and overall pattern of social multi-sector, multi-organization and multi-channel education, and to analyze its successful experiences and problems, Deducing the socialized measures and problems that should be paid attention to in the reform of education and reform of prisons in China. The pattern of "big education" in the prison system in Sichuan is macroscopic, and the reform of prison education is put into the service of social management. In the context of promoting social harmony, the "big education" pattern of the Sichuan prison system studied in this paper not only refers to the construction of the general environment in which the society helps education and reform together, but also refers to helping the prisoners to return smoothly. The "big education" proposed by the Sichuan prison is a summary of the central master plan, an innovation in its own work, a promotion of social management, and a better way to help the nation's prison system. It is of theoretical and practical significance to improve the quality of educational transformation and realize the leapfrogging of educational transformation.
