群体事件应急处置实例研究

【摘要】：近些年来，随着经济体制改革的深化、利益格局的调整和社会结构的变动，我国的社会矛盾日益突出，群体性事件的多发，已然成为我国社会经济发展过程中的一个重大阻碍，，和扰乱社会和谐稳定的突出问题。由于我国处理群体事件的经验不足，对群体事件的处置，尤其是应急处置十分不成熟。以乌坎村事件和厦门PX事件为切入点，首先研究我国群体事件的现状和未来的发展趋向，指出我国处置群体事件存在的问题；其次,介绍国外处置群体事件的经验，明确各国均遵循的基本原则，为完善我国群体事件处置工作提供借鉴；最后，对群体事件应急处置工作提出一些构想，以求对实务有所帮助。
[Abstract]:In recent years, with the deepening of economic system reform, the adjustment of interest pattern and the change of social structure, the social contradictions in our country become more and more prominent, and group incidents occur frequently. It has become a major obstacle in the process of social and economic development, and a prominent problem of disturbing social harmony and stability. Because of the lack of experience in dealing with group events in China, the disposal of group events. Especially the emergency treatment is very immature. Based on the Wukan village incident and Xiamen PX incident as the breakthrough point, this paper firstly studies the current situation and future development trend of the group event in China, and points out the problems existing in the handling of the group event in our country. Secondly, it introduces the experience of dealing with group events in foreign countries, clarifies the basic principles that all countries follow, and provides reference for improving the handling of group events in China. Finally, some ideas are put forward for the emergency management of group events in order to help the practice.
