江苏省Y市城镇廉租住房制度运行问题研究

【摘要】:我国房地产业的发展以及同时进行的住房制度改革,已经经历了三十多年。我国住房制度改革的基本原则是:对不同收入的家庭实行不同的住房供应政策,给不同收入的家庭提供不同的解决住房问题的途径。住房商品化之后,建立包括经济适用住房、廉租住房、住房公积金等内容的住房保障制度是必须的改革配套措施。随着市场经济的不断完善,我国政府越来越重视住房保障制度的建设与发展。从1999年5月1日《城镇廉租住房管理办法》的正式出台到2007年11月九部委联合颁布的《廉租住房保障办法》,我国已经初步建立起旨在解决中低收入家庭住房问题的廉租住房和经济适用住房的住房保障体系。 文章主要以政府干预理论、庇古的福利经济学的理论和社会保障理论为基础,以江苏省Y市廉租住房工作开展的具体情况为实例进行分析,分析了Y市廉租住房在制度上和现实中的困境,对Y市廉租住房政策在具体实施上提出了政策建议。重点在廉租住房的立法、廉租住房的供给体制、廉租住房的准入与准出机制和廉租住房的补贴方式上给出了完善法律体系、建立以政府为主导的多中心供给体制、完善准入退出机制和采取多元化的补贴方式等一系列的政策和建议。
[Abstract]:The development of China's real estate industry and the simultaneous housing system reform have been going through more than 30 years. The basic principles of the housing system reform in China are: to implement different housing supply policies for families with different incomes. Provide families with different incomes with different ways to solve housing problems. After housing is commercialized, housing is built to include affordable housing, low-cost housing, The housing security system of housing accumulation fund and other contents is a necessary measure of reform. With the continuous improvement of the market economy, The government of our country pays more and more attention to the construction and development of housing security system. From May 1st 1999 to November 9th 2007, the "low rent housing security measures" promulgated jointly by ministries and departments, I. China has initially set up a housing security system for low-cost housing and affordable housing aimed at solving the housing problems of low- and middle-income families. Based on the theory of government intervention, the theory of Pigou's welfare economics and the theory of social security, the paper analyzes the concrete situation of low-rent housing work in Y City of Jiangsu Province as an example. This paper analyzes the difficulties in the system and reality of low-rent housing in Y city, and puts forward some policy suggestions on the concrete implementation of low-rent housing policy in Y city. The emphasis is on the legislation of low-rent housing and the supply system of low-rent housing. The mechanism of entry and approval of low-rent housing and the way of subsidizing low-rent housing provide a perfect legal system and establish a multi-center supply system dominated by the government. A series of policies and suggestions, such as perfecting the entry and withdrawal mechanism and adopting diversified subsidy methods, etc.
