基于文本挖掘的中国环境保护政策文本量化研究

【摘要】：改革开放以来，伴随着经济和社会的迅速发展，我国面临的环境形势愈来愈严峻，在环境保护规划、环境治理实践和探索过程中产生了大量的环境保护法律法规和规章等政策文本。本文以《环境保护执法手册》和《环境保护常用法规汇编V2.2》中整理收录的1982年到2009年共28年出台的143项环境保护政策为研究对象，运用定量研究的方法从环境保护政策出台修订和废止时间、政策出台主体和政策主题等方面对我国出台的环境保护政策演变情况进行系统的梳理和描述。在环境保护政策文本总体量化分析的基础上，，开始对收集的数据进行筛选。然后采用文献分析方法和文本解读的方法归纳出我国环境保护政策领域的六类公共价值，并对这六类价值进行概念操作化。接下来运用NLPIR软件对143份环境保护政策文本进行分词、归类和词频统计，对环境保护政策文本关注的公共价值进行文本挖掘分析。在词频统计的基础上，采用趋势线拟合的方法对环境政策进行价值维度分析，采用因子分析及综合评分模型对政策价值进行时间维度分析。研究结果表明：我国的环境政策领域的公共价值随着时代变迁在不断变化，越来越注重经济价值，向经济激励型环境政策转变；要解决日益严峻的环境生态问题，政策要更具有前瞻性，更加注重规划目标价值；更加注重科技价值和福利价值，运用科技手段保护人们对于环境的基本福利需求、保障生态价值。最后，根据研究结果提出一些政策建议。同时，指出本项研究在研究方法、文本选取上存在的一些需要改进的地方和需要进一步深化研究的内容。
[Abstract]:Since the reform and opening up, with the rapid development of economy and society, our country is facing a more and more serious environmental situation. In environmental protection planning, In the process of environmental governance practice and exploration, a large number of environmental protection laws, regulations and policies have been produced. This paper is organized in the "Manual of Environmental Protection Law Enforcement" and the "compilation of Common regulations on Environmental Protection" from 1982 to 1982. In 2009, 143 environmental protection policies, which were issued in 28 years, were studied. By using the method of quantitative research, this paper systematically combs and describes the evolution of environmental protection policy in China from the aspects of the time of revision and repeal of environmental protection policy, the main body and the subject of policy, and so on. On the basis of the overall quantitative analysis of the environmental protection policy text, the paper begins to screen the collected data, and then concludes the six kinds of public values in the field of environmental protection policy by the methods of literature analysis and text interpretation. And the six kinds of values are conceptualized. Next, we use NLPIR software to analyze, classify and count the word frequency of 143 environmental protection policy texts. On the basis of word frequency statistics, this paper analyzes the value dimension of environmental policy by using trend line fitting method. The time dimension of policy value is analyzed by factor analysis and comprehensive scoring model. The results show that the public value in the field of environmental policy in China is changing with the change of times, and more and more attention is paid to economic value. To solve the increasingly serious environmental and ecological problems, the policy should be more forward-looking, more focused on the value of planning objectives, and more focused on the value of science and technology and welfare. The use of scientific and technological means to protect people's basic welfare needs for the environment, to protect the ecological value. Finally, based on the results of the study, some policy suggestions are put forward. At the same time, the author points out that the research methods, the text selection and the contents of this study need to be improved.
