【摘要】：正建立地方性法规实施情况报告制度,有利于加强对地方性法规实施情况的监督,推动法规的有效实施,也有利于立法机关通过实践检验法规各项制度,进一步提高立法质量,使地方立法更好地适应经济社会发展的需要。2015年省委转发的《关于进一步加强和改进地方立法工作的意见》提出,负责法规实施的主管部门应当就法规实施情况向常委会作出书面报告。2016年初修改的立法条例第五十七条也专门对这一制度作了规定:"法规自施行之日起满两年,主管法规实施的部门
