长株潭城市群住房公积金管理机制创新研究

【摘要】:住房公积金制度从1991年开始建立,至今已经走过了22个年头,在我国住房制度改革和住房保障体系建设中发挥了积极作用,对改善民生、提高城镇居民居住水平做出了较大贡献。但随着改革的深入、所有制成分的变化,当初制度设计的局限性日益显现,如属地管理的条块分割,缺乏全国统一管理的重复投资,信息不共享,资源不共用,,如此带来了投入浪费以及当前日益严重的流动性风险。鉴如此,在全国统一管理体制条件尚不成熟的情况下,本文就正在实施的、局部融合的长株潭城市群两型社会建设,就住房公积金管理创新作一初步探讨。本文在简要回顾住房公积金制度演变的基础上,通过参与、访谈、比较、资料分析相结合的方法,分析了长株潭城市群住房公积金管理中存在的主要问题及成因,并对怎样构建适应新型环境下的住房公积金管理制度及运行模式提出了创新方向和合理建议。主要措施是设立三市统一的管理委员会和监督委员会,与中心一起形成决策、监督、运行三权分立的机制;规范标准化建设,统一标识、政策体系、执行标准、机构设置、人员设施配备、服务标准等;用技术手段、设计合理的数学模型,预判资金未来运行情况,有效计量住房公积金流动性风险;建立归集新机制,体现制度的公平性;扩大和创新使用方向,提高使用效率,对于住房消费,要尽量提供方便,政策越人性化,制度推进越容易;推动城市群范围内的信息共享,建立异地容灾、12329服务热线、短信平台、网上服务厅等,大幅提升对外服务效能。
[Abstract]:The housing provident fund system has been established since 1991, and has gone through 22 years. It has played an active role in the reform of the housing system and the construction of the housing security system in China, and has played an important role in improving the people's livelihood. However, with the deepening of the reform and the change of ownership, the limitations of the original system design have become increasingly apparent, such as the division of territorial management and the lack of repeated investment in the unified management of the whole country. Information is not shared and resources are not shared, which brings investment waste and increasingly serious liquidity risks. In view of this, under the condition that the national unified management system is not mature, this paper is implementing, Based on a brief review of the evolution of housing provident fund system, this paper makes a preliminary discussion on the innovation of housing provident fund management in the construction of a two-type society of Changsha-Zhuzhou-Xiangtan urban agglomeration. This paper analyzes the main problems and causes of housing accumulation fund management in Changsha-Zhuzhou-Xiangtan urban agglomeration. It also puts forward some innovative directions and reasonable suggestions on how to construct the management system and operation mode of housing accumulation fund under the new environment. The main measure is to set up a unified management committee and supervision committee of the three cities and to form a decision together with the center. To supervise and operate the mechanism of separation of powers; to standardize the construction of standardization, unified marking, policy system, execution standards, institutional setup, personnel facilities, service standards, etc.; to design reasonable mathematical models by technical means, To predict the future operation of funds, effectively measure the liquidity risk of housing provident funds, establish a new mechanism to reflect the fairness of the system, expand and innovate the direction of use, improve the efficiency of use, and provide convenience for housing consumption as far as possible. The more humanized the policy, the easier the system is to advance; to promote the information sharing within the urban agglomeration, to establish 12329 service hotline, short message platform, online service office, and so on, so as to greatly enhance the external service efficiency.
