浅析我国饲料法律法规体系存在的问题

【摘要】：饲料是畜牧产业发展的基础。近些年来,随着畜牧业的蓬勃发展,饲料产业也日渐兴盛。作为畜牧业的主要附属产业,饲料法的立法和其安全体系的建立与完善在我国被当做是一件重大的战略性任务,是完善饲料质量监督管理,保证饲料安全的关键。本文介绍了我国饲料法律体系的现状和结构组成,审视了现有饲料法律法规体系中阻碍饲料产业发展的主要问题,并借鉴和分析欧美现有的饲料法律法规体系,对我国现有饲料立法与管理给出了相应的建议,希望通过了解国外较为完善的相关体系法规,以此共勉。
[Abstract]:Feed is the basis for the development of animal husbandry industry. In recent years, with the vigorous development of animal husbandry, feed industry has become increasingly prosperous. As the main subsidiary industry of animal husbandry, The legislation of feed law and the establishment and improvement of its safety system are regarded as a major strategic task in our country, which is to improve the supervision and management of feed quality. This paper introduces the present situation and structure of feed law system in China, and examines the main problems that hinder the development of feed industry in the current forage law and regulation system. Based on the reference and analysis of the existing fodder laws and regulations in Europe and the United States, the author gives some suggestions on the legislation and management of fodder in our country, hoping to understand the relative laws and regulations in foreign countries, so as to encourage each other.
