【摘要】：集体经营性建设用地入市既强调市场机制的高度参与,也需要地方政府主导。这一制度现实决定了入市必须处理好市场化改革中的政府角色转换问题。唯有在公共利益最大化制度目标下,以农民权益不受损为前提,综合考量粮食和生态环境安全、土地资源可持续发展等现实诉求和界定标准,将地方政府从角色明确和角色回避两个维度进行定位,方能处理好市场和地方政府在集体经营性建设用地中的关系。
[Abstract]:The market entry of collective management construction land not only emphasizes the high degree of participation of market mechanism, It also needs the local government to lead. This system reality decides that we must deal with the change of government role in the market-oriented reform. Only under the goal of maximization of public interest, the farmers' rights and interests should not be damaged. Considering food and ecological environment security, sustainable development of land resources and other realistic demands and defining standards, local governments are positioned from the two dimensions of clear role and role avoidance. Only then can deal with the market and the local government in the collective management construction land relations.
