乌海市质量技术监督中的行政执法问题研究

【摘要】：质量技术监督行政执法作为质监工作的重要组成部分,行使着保障质量安全,打击质量违法行为的职能。伴随着我国改革开放的深入进行,质监系统行政执法工作中存在的问题也越发凸显。面对新挑战、新要求,乌海市质量技术监督行政执法工作紧紧围绕党的十八大以来的方针政策,按照国家质检总局“抓质量、保安全、促发展、强质监”十二字方针和内蒙古自治区质监系统“民生为本、民信为天”核心理念,采取了积极有力的措施,加快改革步伐,创新工作方式、取得了一定的成效。本文以当前乌海市质量技术监督中政执法存在的主要问题为研究对象,立足于乌海市质量技术监督局的实际情况与发展特点,依托行政执法监督这一理论体系,运用公共管理相关理论,针对人员素质、法规建设、管理体制、执法监督、执法外部环境等方面进行了总结和剖析,对近年来的质监行政执法实践进行了思考和总结,较为系统的闸述了乌海市质量技术监督局发展的现状、面临的瓶颈问题。并且针对其目前的发展现状提出了要从提高行政执法队伍整体素质、推进执法绩效体制改革、加快质监系统相关法律法规建设、加强执法监督工作、创造良好的执法环境等较为客观、可行性强的方针对策来加强乌海质监行政执法工作和提高行政执法水平。
[Abstract]:As an important part of quality supervision, administrative law enforcement of quality technical supervision exercises the function of guaranteeing quality safety and cracking down on illegal quality activities.With the deepening of reform and opening up in China, the problems in the administrative law enforcement work of quality supervision system are becoming more and more prominent.In the face of new challenges and new requirements, Wuhai City's quality and technical supervision and administrative law enforcement work closely revolves around the principles and policies adopted since the 18th CPC National Congress, according to the State Administration of quality Supervision, Quarantine and Quarantine, which "pays attention to quality, ensures safety, and promotes development,"Strengthening quality Supervision "12-character Policy" and Inner Mongolia Autonomous region quality Supervision system "people's livelihood as the basis, people's letter for Heaven" core concept, has taken the positive and powerful measures, speeds up the reform step, innovates the working way, has obtained the certain effect.Based on the actual situation and development characteristics of Wuhai Municipal Bureau of quality and Technology Supervision, this paper focuses on the main problems existing in the administration of law enforcement in quality and technology supervision in Wuhai City, and relies on the theoretical system of administrative law enforcement supervision.Based on the relevant theories of public management, this paper summarizes and analyzes the quality of personnel, the construction of laws and regulations, the management system, the supervision of law enforcement, the external environment of law enforcement, and the practice of quality supervision in recent years.This paper systematically describes the current situation of the development of Wuhai Municipal Bureau of quality and Technical Supervision and the bottleneck problems it faces.And in view of its current development situation, the paper puts forward the following suggestions: improving the overall quality of the administrative law enforcement team, promoting the reform of the law enforcement performance system, speeding up the construction of the relevant laws and regulations of the quality supervision system, and strengthening the law enforcement supervision work.To create a good law enforcement environment and other more objective and feasible policy and countermeasures to strengthen the quality supervision of Wuhai administrative law enforcement work and improve the level of administrative law enforcement.
