破大案与打零包:两种缉毒模式的机理、困境及结合之策

【摘要】：破大案与打零包是两种传统的主要缉毒工作模式,二者在机理和特征上存在差异但又互补,唯有二者的有机结合才能实现缉毒效果的最大化。然而实践中由于对其机理和定位的认识不同,容易出现重此轻彼不能形成合力,以毒品数量简单的作为划分破大案和打零包的依据,以禁毒考核指标割裂二者之间的内在联系等问题。因此必须深化对破大案与打零包相结合的认识,立足本地禁毒形势,在不同层级、不同警种之间实现破大案与打零包的有机结合,同时要统一协调提升缉毒信息共享水平,完善禁毒考核指标体系。
[Abstract]:The two main traditional anti-drug work modes are to solve the big case and to break the bag. There are differences in mechanism and characteristics between them, but they complement each other. Only the organic combination of the two can maximize the anti-drug effect.However, due to the different understanding of its mechanism and orientation in practice, it is easy to put emphasis on this and not the other to form a resultant force, and take the simple quantity of drugs as the basis for dividing the major cases from the zero packets.The internal relation between the two should be separated by the index of drug control examination, and so on.Therefore, we must deepen the understanding of the combination of solving major cases and making zero packets, base on the local situation of drug control, realize the organic combination of solving major cases and making zero packets at different levels and among different police categories, and at the same time, unify and coordinate and enhance the level of information sharing on drug detection.We will improve the evaluation index system for drug control.
