生态环境保护视域下的阿富汗重建与难民安置问题

【摘要】：阿富汗由于自身特殊的地理区位和多年战乱,其生态环境持续恶化。在目前的重建中,阿富汗虽制定了较先进的《环境法》,但由于政治局势的不稳定和法律自身存在的一些缺陷,没有取得预期的效果,因此难民仍在不间断地迁徙。同时,由于生态环境的制约,政府也很难将难民转换为有效的人力资源,在重建中没能发挥出应有的作用。因此,阿富汗重建中要高度重视生态环境保护,将生态环境保护、难民安置、经济社会持续发展问题结合在一起,才能取得良好的效果。
[Abstract]:Afghanistan's ecological environment continues to deteriorate due to its special geographical location and years of war.In the current reconstruction process, Afghanistan has developed a more advanced "Environmental Law", but because of the instability of the political situation and the shortcomings of the law itself, it has not achieved the desired results, so the refugees are still moving continuously.At the same time, due to the restriction of ecological environment, it is difficult for the government to convert refugees into effective human resources.Therefore, in the reconstruction of Afghanistan, we should attach great importance to the protection of the ecological environment and combine ecological environmental protection, refugee resettlement and sustainable economic and social development in order to achieve good results.
