长沙市城管执法队伍建设研究

【摘要】：为顺应城市发展、提升城市管理水平,长沙市于2000年成立了城管执法队伍,行使工商行政、城市规划、园林绿化、交通管理和市容环境卫生等的全部或部分职能的执法权。本文以长沙市城管队伍为研究对象,从长沙市城管队伍发展历程讲起,文章共分四部分。首先,介绍了论文写作的背景、意义、国内外研究现状、研究的基本思路与主要方法,并指出了论文的创新与不足之处。其次,提出了城管、城管队伍建设的概念,阐述了城管队伍建设的制度依据。接着,引入新公共服务理论和公共关系理论,并导入政治心理学及需求理论,寻找这几者与城管执法队伍建设的契合点,以顺应我国政府构建服务型政府职能的大趋势。再次,是对长沙市城管执法队伍建设的现状分析。本文认为,队伍的思想政治建设是队伍建设的最大难题,也是重中之重,这其中城管队伍领导的作用不可忽视；长沙市城管队伍14年风风雨雨一路走来,其管理制度建设没有跟上制度体系的调整变化,制度的保障作用受到限制,一定程度上造成了队伍的不稳定；而素质建设和形象建设的缺陷,将队伍内外自身的问题暴露无遗。本文围绕这四个方面的问题,深入剖析其原因,试图探索出一条适合城管队伍建设发展的路子。领导的高度重视、正确的城管执法理念、感情上的关怀从思想上武装城管队伍上下；健全的城管制度建设是队伍有效运行、长治久安的保证；政治素质、道德素质等六方面的素质建设有利于城管执法人员进一步改善工作方式；形象工作的重视、宣传引导等形象建设,促进队员与百姓的相互理解、和谐相处。
[Abstract]:In order to adapt to the development of the city and improve the level of urban management, Changsha City established the law enforcement team of urban management in 2000 to exercise all or part of the functions of industrial and commercial administration, urban planning, landscaping, traffic management and city appearance and sanitation. This article takes Changsha city management team as the research object, from Changsha city management team development history, the article altogether divides four parts. Firstly, it introduces the background, significance, current research situation, basic ideas and main methods of the thesis writing, and points out the innovation and deficiency of the thesis. Secondly, put forward the concept of urban management, urban management team construction, elaborated the system basis of urban management team construction. Then, it introduces the new public service theory and public relations theory, and introduces the political psychology and demand theory to find out the convergence point between these people and the construction of urban management law enforcement team, in order to conform to the general trend of our government to construct the service-oriented government function. Thirdly, it analyzes the current situation of the construction of urban management law enforcement team in Changsha. This paper holds that the ideological and political construction of the contingent is the greatest problem in the construction of the contingent, and is also the most important one, among which the role of the leadership of the urban management team cannot be ignored. The construction of its management system has not kept up with the adjustment and changes of the system, and the guarantee function of the system has been restricted, which to a certain extent has caused the instability of the team, while the defects of the quality construction and the image construction have exposed the problems inside and outside the team. This paper analyzes the causes of these four problems and tries to find a suitable way for the construction and development of urban management team. Leaders attach great importance to the correct concept of urban management law enforcement, emotional care from the ideological arm of the ranks of urban management; sound urban management system construction is the effective operation of the team, long-term stability, political quality, Moral quality and other six aspects of quality construction is conducive to the further improvement of urban management law enforcement personnel working methods, image work attention, publicity and guidance of image construction, to promote mutual understanding between the players and the common people, harmonious coexistence.
