美国贫困家庭临时救助制度研究

【摘要】：贫困家庭临时救助(TANF)是美国现行的一项重要社会救助制度,其通过一系列的促进计划为有儿童的美国贫困家庭提供基本的帮助。该制度的设计运行有着强调临时性、突出州政府主导性、提供主体多元化等鲜明的特点,对受助家庭和社会经济也产生了深远影响,同时也存在一定的缺陷。TANF制度对我国临时救助制度的借鉴和启示在于:要重视救助制度的设计理念,通过建立信息共享机制实现多个救助项目之间的合作互补,发挥地方政府的主动性,并落实好监督制度。
[Abstract]:Temporary Assistance for Poor families (TANFs) is an important social assistance system in the United States, which provides basic assistance to poor American families with children through a series of promotion programs. The design and operation of this system has the distinct characteristics of emphasizing the temporary nature, highlighting the leading role of the state government and providing diversified subjects, which has had a profound impact on the families and the social economy of the recipients. At the same time, there are some defects. TANF system for our country's temporary relief system reference and inspiration lies in: we should attach importance to the design concept of relief system, through the establishment of information sharing mechanism to achieve the cooperation between multiple relief projects, Give play to the initiative of local governments and implement a good supervision system.
