全民阅读法规政策体系建设探析

【摘要】：构建全民阅读法规政策体系,是全民阅读事业持续健康发展的重要保障,也是引领全民阅读社会风尚的有效途径。文章分析了10年来国家和省级层面制定政策及推进立法的基本情况,阐述了我国全民阅读法规政策"由单项部署向系统推进、由年度安排向长远规划、由工作部署向战略引领、由政策引导向立法保障转变"的演进态势。在此基础上,重点从完善法律体系、加强战略部署、制定发展规划等方面,对完善法规政策体系提出建议。
[Abstract]:It is an important guarantee for the sustained and healthy development of the national reading cause to construct the policy system of the national reading laws and regulations, and also an effective way to lead the whole people to read the social custom. This paper analyzes the basic situation of making policies and advancing legislation at the national and provincial level in the past 10 years, and expounds that the policy of reading laws and regulations for all people in our country is "advancing from single arrangement to system, from annual arrangement to long-term planning, from work arrangement to strategic guidance." The evolution from policy guidance to legislative protection. On this basis, suggestions are put forward to perfect the legal system from the aspects of perfecting the legal system, strengthening the strategic arrangement and formulating the development plan.
