论香港立法会功能界别议席的未来改革及其走向

【摘要】：鉴于香港回归前港英政府时期的功能界别议席制度在香港社会中的独特作用,中央政府在回归后将这一制度改造后保留了下来。香港回归以来的实践表明,立法会功能界别议席为香港各界团体的利益表达发挥了非常积极的作用。不过,香港社会各界对功能界别议席改革的态度颇有分歧,其焦点是功能界别议席的存废问题。本文认为,今后香港政改必须继续保留这一制度,但同时要适时加以改进和完善,以适应立法会普选的需要。未来功能界别议席的改革走向并不单单取决于其自身,更取决于香港社会特殊的政治生态背景和一系列复杂的政治因素。
[Abstract]:In view of the unique role of the functional constituency system in Hong Kong before the reunification, the Central Government has preserved the system after the reunification. The practice since the reunification of Hong Kong shows that the Legislative Council functional constituency seats play a very positive role in expressing the interests of all sectors of the community in Hong Kong. However, there are different views on the reform of functional constituency seats in Hong Kong, focusing on the issue of the retention and abolition of functional constituency seats. This paper holds that Hong Kong's political reform must continue to maintain this system in the future, but at the same time, it should be improved and perfected in time to meet the needs of universal suffrage of the Legislative Council. The future direction of the reform of functional constituency seats depends not only on itself, but also on the special political ecological background of Hong Kong society and a series of complicated political factors.
